Job Description

The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. This exciting leadership opportunity allows a highly skilled Registered Nurse to oversee and guide regional nursing operations across critical public health programs including Immunizations, Tuberculosis, Reproductive Health, Genetics, and Children's Special Health Services. The position plays a vital role in providing clinical expertise, program direction, and consultation to public health, private, and contract agency staff while supervising regional nursing personnel and collaborating with healthcare leaders to improve community health outcomes. These statewide responsibilities are an inherent and ongoing part of the job and may require frequent travel. Possession of a current Louisiana Registered Nurse license or a temporary permit or multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state to practice as a registered nurse plus one of the following: Five years of experience as a licensed registered nurse; OR A bachelor's degree in nursing plus four years of experience as a licensed registered nurse; OR A master's degree in nursing or public health plus four years of experience as a licensed registered nurse; OR A doctorate in nursing or public health plus three years of experience as a licensed registered nurse. Job Duties:
Provides professional nursing consultation and directs the planning, implementation, and monitoring of nursing activities across OPH facilities to ensure effective and efficient public health nursing services. Supervises regional nursing personnel by conducting performance evaluations, approving leave and travel, recruiting and hiring staff, coordinating training, and addressing disciplinary and personnel matters. Collaborates with regional and state leadership to establish nursing service goals, implement new program protocols, develop staffing standards, and assist with budget preparation and program planning. Oversees emergency preparedness and public health response activities, including Special Needs Shelters, bioterrorism preparedness, emergency response coordination, and 24/7 on-call support during emergencies. Conducts nursing assessments, provides direct patient care, administers immunizations and medications, and supports parish health programs including Tuberculosis, WIC, Reproductive Health, Immunizations, and Sexually Transmitted Disease services. Ensures compliance with clinical and laboratory standards by maintaining adherence to
CLIA, OSHA, CDC
guidelines, and departmental nursing protocols while monitoring quality improvement activities and reviewing health records and reports. Manages clinical operations of the Wetmore Tuberculosis Clinic by overseeing staff, improving workflows and patient services, coordinating care, maintaining specimen handling procedures, and supporting quality patient outcomes for one of the state's largest tuberculosis treatment programs.
