Job Description

GENERAL STATEMENT OF DUTIES
Performs administrative and professional work in the day-to-day operations of clinical/community services within the Community Health division of the Guilford County Public Health Department. This nurse works under a Public Health Division Director.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for the planning, organizing, supervising, and coordination of health services within care management and nurse home visiting programs. Work includes supervising personnel, implementing program plans, policies, goals, and coordinating services with other health services and the medical community. Work involves scheduling resources, staffing cases and handling emergency situations. Work is performed under the general supervision of a nursing director or administrator and is evaluated through conferences, reports, observation, treatment, and activity results.
DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks The Nurse Manager provides overall management of the Care Management for High-Risk Pregnancy (CMHRP), Care Management for At-Risk Children (CMARC), Community Alternatives Program (CAP-C & CAP-DA), and the Family Connects Guilford Programs, and within the Community Services Division. The primary purpose of this position is to serve as the Nurse Manager by ensuring the provision of community and outreach services through overall supervision of the supervisors of nursing, social work, and community health staff. The Manager is responsible for oversight and monitoring of grant programs (Smart Start, Duke Endowment), evaluation, planning, monitoring budget/revenue in collaboration with the Division Director, and quality assurance processes with the programs. The Nurse Manager provides advanced and specialized nurse consultation to staff and networks with in other departments, agencies, and at National, State, and Local levels. This position frequently meets with the Division Director, program liaisons, and leaders in other related organizations to collaborate and coordinate services. Work may be required in individual units and travel between sites may be necessary. Performs related duties as required.
RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
  • Considerable knowledge of principles, methods, and techniques of administration and operations of health services in a public health program.
  • General knowledge of community/clinical health operations at the county level.
  • General knowledge of the resources and organizations concerned with community health operations.
  • Ability to plan, organize, and coordinate clinical/community health services operations for a division.
  • Ability to supervise, monitor, and evaluate lower-level subordinate personnel.
  • Ability to establish and maintain effective working relationships with agency personnel, community agencies, medical community, and the general public.
  • Ability to communicate effectively in written and oral forms.
  • Ability to use sound judgment in assessing and dealing with difficult and often sensitive community situations.
  • Ability to interpret and use sound judgment in applying laws and policies within community health operations.
Minimum Qualifications:
Graduation from a four-year college or university with a BS Degree in Nursing, and four years of professional nursing experience in a public health setting or related environment with two years demonstrated experience in a specialty area as a lead, supervisory or management role. Experience can include education in the form of workshops, certification and/or graduate programs related to the clinical area. Additional training in supervision and management may be required.
Preferred Qualifications:
Bachelor's of Nursing Degree; current NC RN licensure
NECESSARY SPECIAL QUALIFICATIONS
Possession of current license as a registered nurse issued by the North Carolina Board of Nursing and such other qualifications that may be prescribed by the State Department of Health. Physical Demands and Work Conditions Sits, walks and stands during a workday. Must be able to physically perform the basic life support functions of walking, fingering, grasping, talking, hearing and repetitive motions. Periodically, may be required to lift patients (children) and objects up to 30 pounds as required for some positions. Must have the visual acuity to record observations and physical assessments of clients, to read and interpret test results, administer immunizations/prescription dosages, and record medical findings. May Require Driving This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
