Primary Purpose:
The Special Education Specialist for Visual Impairments (VI) provides leadership, coordination, and direct support for students with visual impairments, including those with additional disabilities. This role ensures compliance with state and federal regulations while supporting high-quality, individualized services across a continuum of placements, including early childhood intervention (ECI), homebound, and compensatory education services.
Education/Certification:
Bachelors degree required; Masters degree preferred in Special Education, Visual Impairments, or related field
Valid Texas Teacher Certification in Students with Visual Impairments (VI)
Special Knowledge/Skills:
General knowledge of curriculum and instruction
Knowledge of specialized instructional techniques and accommodations for students with visual impairments.
Knowledge of 504, Individual Family Service Plan (IFSP), Admission, Review, & Dismissal (ARD)
Committee process & Individual Education Plan (IEP) goal setting process and implementation
Experience:
At least one year of student teaching or approved internship
Previous experience working with students who are served in special education
Major Responsibilities and Duties
Program Support & Specialized Services
Provide expertise in the design and implementation of individualized education programs (IEPs) for students with visual impairments across all instructional settings
Support service delivery in specialized settings, including self-contained, resource, general education, homebound, and community-based environments
Collaborate with Teachers of Students with Visual Impairments (TVIs), Orientation & Mobility specialists, related service providers, and campus staff to ensure appropriate access to the general curriculum
Assist in the development of lesson plans and the modifications of instructional materials for Students with Visual Impairments
Ensure access to Braille, low vision tools, assistive technology, and adaptive materials
Early Childhood Intervention (ECI) & Transition
Coordinate with ECI programs to support smooth transitions for children (birth-3) entering the school system
Participate in transition planning meetings and assist in developing appropriate services for young learners with visual impairments
Provide guidance to families and staff on developmental expectations and early learning strategies
Homebound & Medically Fragile Services
Support the development and implementation of homebound instructional services for students with visual impairments who are unable to attend school
Collaborate with medical providers, families, and staff to ensure continuity of services and compliance with IEP requirements
Monitor instructional quality and progress in homebound settings
Compensatory Services
Assist in determining the need for compensatory services due to service interruptions or gaps
Support the development of individualized compensatory service plans
Monitor the implementation and effectiveness of compensatory services to ensure students regain lost skills
Assessment & Evaluation
Conduct and/or support specialized evaluations including:
Functional Vision Assessments (FVA)
Learning Media Assessments (LMA)
Assistive Technology evaluations related to visual access
Collaborate with multidisciplinary teams to ensure comprehensive and culturally/linguistically appropriate evaluations
Interpret vision medical reports as they relate to educational/learning environments. Communicate with low-vision specialists, ophthalmologists, and optometrists
Assist in distinguishing between visual impairment and other disabilities, including considerations for emergent bilingual students
Compliance & Documentation
Ensure compliance with IDEA, state guidelines, and district procedures related to students with visual impairments
Review IEPs and evaluation reports for accuracy and alignment with student needs
Participate in ARD/504 Committee meetings
Maintain accurate records and documentation for services, progress monitoring, and audits
Professional Development & Coaching
Provide training and coaching to teachers, paraprofessionals, and campus staff on best practices for serving students with visual impairments
Support staff in implementing accommodations, modifications, and specialized instructional strategies
Stay current on research, legal updates, and instructional practices in the field of visual impairments
Family Engagement
Partner with families to provide education, resources, and support related to visual impairments
Facilitate communication between school and home to ensure alignment of services and expectations
Support families in understanding evaluation results, IEPs, and available services
Supervisory Responsibilities
May provide guidance and support to TVIs, paraprofessionals, and other staff serving students with visual impairments
Working Conditions
Frequent travel between campuses, homes, and community settings

Flexible scheduling to accommodate homebound and early childhood services
Mental Demands/Physical Demands/Environmental Factors
Maintain emotional control under stress. Frequent standing, stooping, bending, kneeling, pushing, and pulling. Move small stacks of textbooks, media equipment, desks, and other classroom or adaptive equipment. May be required to lift and position students with physical disabilities; control behavior through physical restraint; and assist non-ambulatory students. Exposure to biological hazards.
