$20.00-$35.00 per hour , based on qualifications, credentials, experience, schedule, and program needs Position Summary Freedom Healthcare LLC d/b/a Community Wellness Psychiatric Rehabilitation Program, through its staffing partnership with Enterprise Management Solutions, is seeking a qualified Psychiatric Rehabilitation Specialist to support psychiatric rehabilitation services in Maryland. The Psychiatric Rehabilitation Specialist is responsible for the development, oversight, and quality of rehabilitation services provided to individuals enrolled in the Psychiatric Rehabilitation Program. This role ensures that services are individualized, recovery-oriented, developmentally appropriate when applicable, and aligned with each participant's Individual Rehabilitation Plan (IRP) or Individual Treatment/Rehabilitation Plan (ITRP) . The Psychiatric Rehabilitation Specialist may support services for adults, minors, or both , depending on the candidate's credentials, experience, and program assignment. The selected candidate will work under the direction of Freedom Healthcare LLC d/b/a Community Wellness Psychiatric Rehabilitation Program while staffing coordination is supported through Enterprise Management Solutions. Employer and Staffing Relationship This position is with Freedom Healthcare LLC d/b/a Community Wellness Psychiatric Rehabilitation Program through a staffing contract with Enterprise Management Solutions . Enterprise Management Solutions supports staffing coordination for this role. The selected candidate will be placed with Freedom Healthcare LLC d/b/a Community Wellness Psychiatric Rehabilitation Program and will be expected to follow the policies, procedures, documentation requirements, and program standards of the placement site. Key Responsibilities The Psychiatric Rehabilitation Specialist will be responsible for supporting the effective delivery of psychiatric rehabilitation services. Responsibilities include, but are not limited to: Developing and assuring that rehabilitation services meet the needs of the individuals served by the program. Providing oversight of the daily program of rehabilitation services. Ensuring rehabilitation services are consistent with each individual's IRP or ITRP. Educating direct care staff on how to provide rehabilitation services that correlate with the goals identified in the individual's IRP or ITRP. Reviewing and supporting rehabilitation activities to ensure they are meaningful, person-centered, and goal-directed. Advising program leadership regarding the development and implementation of rehabilitation services. Supporting staff in understanding psychiatric rehabilitation principles, service expectations, and documentation requirements. Promoting recovery, independence, community integration, wellness, social functioning, and daily living skill development. Collaborating with program directors, supervisors, licensed professionals, direct care staff, families, caregivers, and other team members as appropriate. Participating in staff meetings, case reviews, trainings, quality improvement activities, and program planning as assigned. Maintaining accurate, timely, and professional documentation in accordance with program standards. Maintaining confidentiality and complying with HIPAA and all applicable privacy and regulatory requirements. Supporting a safe, respectful, trauma-informed, culturally responsive, and client-centered service environment. Performing other related duties as assigned. Responsibilities When Serving Adults When assigned to adult psychiatric rehabilitation services, the Psychiatric Rehabilitation Specialist shall: Develop and assure that rehabilitation services meet the needs of adults served by the program. Oversee the daily program of rehabilitation services. Educate direct care staff on how to provide rehabilitation services that correlate to the goals identified in the individual's IRP or ITRP. Support staff in delivering services that promote recovery, independence, community living skills, social skills, coping skills, wellness, and functional improvement. Monitor service delivery to ensure activities are appropriate, individualized, and connected to the participant's rehabilitation goals. Assist with identifying service gaps and recommending improvements to strengthen the adult psychiatric rehabilitation program. Responsibilities When Serving Minors When assigned to psychiatric rehabilitation services for minors, the Psychiatric Rehabilitation Specialist shall: Be a licensed mental health professional with a minimum of 2 years of direct care experience working with emotionally disturbed youth, when applicable to the assigned role. Advise the Program Director regarding the development and implementation of rehabilitation services that reflect the needs of minors served by the program. Maintain overall responsibility for rehabilitation services for minors, including: Developing and assuring that rehabilitation services meet the needs of the minors served by the program. Providing oversight for the daily program of rehabilitation services. Educate direct care staff on how to document the correlation between rehabilitation activities and the goals identified in the IRP or ITRP. Support developmentally appropriate, strengths-based, and family-aware rehabilitation programming. Ensure services address emotional, behavioral, social, community, educational, and functional skill needs as appropriate. Assist staff in providing services that are appropriate for youth with serious emotional disorders and related behavioral health needs. Required Qualifications Candidates must meet the applicable qualifications based on whether they will serve adults, minors, or both. General Requirement Candidate must have the education, license, certification, and experience required for the population served and must be able to provide documentation of current credentials upon request. Qualifications for Specialists Serving Minors A Psychiatric Rehabilitation Specialist serving minors must meet the following qualifications: Has a minimum of 2 years of direct care experience working with youth with a serious emotional disorder ; and Is one of the following: A licensed mental health professional ; or Certified by the Psychiatric Rehabilitation Association and has obtained the Psychiatric Rehabilitation Association Children's Psychiatric Rehabilitation Certificate . Candidates serving minors must provide a copy of their current license and/or certificate, as applicable. Qualifications for Specialists Serving Adults A Psychiatric Rehabilitation Specialist serving adults must be one of the following: A licensed mental health professional ; or A rehabilitation counselor currently certified by the Commission on Rehabilitation Counselor Certification ; or A bachelor's-prepared Certified Psychiatric Rehabilitation Practitioner currently certified by the U.S. Psychiatric Rehabilitation Association . Candidates serving adults must provide documentation of current licensure or certification, as applicable. Preferred Qualifications Preferred candidates will have: Experience working in a Psychiatric Rehabilitation Program, behavioral health program, community mental health setting, or human services setting. Knowledge of Maryland psychiatric rehabilitation services and documentation standards. Experience developing, reviewing, or supporting IRPs, ITRPs, rehabilitation goals, service plans, or progress documentation. Experience providing guidance, coaching, training, or oversight to direct care staff. Experience working with adults, minors, families, and/or individuals with behavioral health needs. Strong understanding of recovery-oriented, trauma-informed, strengths-based, and person-centered care. Strong verbal and written communication skills. Strong organizational skills and attention to documentation quality. Ability to work independently and collaboratively as part of a multidisciplinary team. Knowledge, Skills, and Abilities The Psychiatric Rehabilitation Specialist should be able to: Understand and apply psychiatric rehabilitation principles. Develop or support rehabilitation services that meet the needs of individuals served. Connect rehabilitation activities to goals identified in the IRP or ITRP. Provide clear guidance to direct care staff regarding service delivery and documentation. Review services and documentation for quality, accuracy, and goal alignment. Communicate professionally with clients, families, caregivers, staff, supervisors, and external partners. Maintain appropriate professional boundaries. Protect client confidentiality and comply with privacy requirements. Identify service needs and recommend appropriate program improvements. Support individuals with mental health, emotional, behavioral, social, and functional needs. Promote a respectful, supportive, and recovery-focused service environment. Work Environment The Psychiatric Rehabilitation Specialist will be placed with Freedom Healthcare LLC d/b/a Community Wellness Psychiatric Rehabilitation Program in Maryland through a staffing contract with Enterprise Management Solutions . Work may occur in office-based, program-based, community-based, virtual, or hybrid settings depending on program needs and assignment requirements. The role may involve interaction with adults, minors, families, caregivers, direct care staff, supervisors, program directors, licensed professionals, and other community providers. The position may require travel to program sites, community locations, or client-related service settings depending on the assignment. Schedule This position may be available on a part-time or full-time basis. Schedules may vary based on program needs, client service requirements, staff coverage, and candidate availability. Evening, weekend, or flexible hours may be required depending on the needs of the program. Compensation The compensation range for this position is: $20.00-$35.00 per hour Final compensation will be determined based on: License or certification status. Education and credential level. Relevant psychiatric rehabilitation or behavioral health experience. Experience serving adults, minors, or both. Schedule availability. Part-time or full-time status. Program and assignment needs. Required Documentation Selected candidates may be required to provide: Current professional license, certification, or credential, as applicable. Resume documenting relevant experience. Proof of education, if required for the applicable qualification pathway. Documentation of direct care experience when serving minors. Background check clearance. Any additional documentation required by Freedom Healthcare LLC d/b/a Community Wellness Psychiatric Rehabilitation Program, Enterprise Management Solutions, or applicable Maryland program requirements. Physical and Professional Requirements The selected candidate must be able to: Communicate effectively in person, by phone, and electronically. Complete documentation in a timely and professional manner. Participate in meetings, trainings, and case discussions as required. Maintain confidentiality and professional standards at all times. Follow all applicable program policies, safety procedures, and reporting requirements. Use sound judgment when supporting staff and individuals served by the program.
