Job Description

JOB OVERVIEW
The purpose of this position is to serve as a medical asset for the St. Charles County Police Department Bureau of Operational Support (BOS) by providing medical support during high-risk law enforcement operations and helping ensure the safety of law enforcement personnel, suspects, civilians, and other involved parties. This position is responsible for providing immediate lifesaving interventions to mitigate loss of life and severe disability during BOS operations, maintaining operational medical readiness, and delivering medical training relevant to tactical law enforcement operations. The Tactical Emergency Medical Specialist will provide patient care as defined by the Medical Director until the EMS Authority Having Jurisdiction (AHJ) for the area of operation arrives and accepts report for transfer of care and transport. The Tactical Emergency Medical Specialist operates under the supervision of the Commander of the Bureau of Operational Support and receives medical direction and clinical guidance from the Medical Director of the St. Charles County Police Department. Provides medical support during any BOS operations, including planned and emergent high-risk law enforcement missions, Bomb Squad callouts, and training support. Assesses and treats injuries or medical emergencies involving law enforcement personnel, suspects, civilians, or other involved parties during operations. Provides immediate lifesaving interventions to prevent death and reduce severe disability until transport is available. Provide immediate life-saving care in high-threat, unpredictable environments (active shooters, hostage rescues) using tactical emergency casualty care principles. Mitigate risks and treat casualties during chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) incidents, including working while wearing gas masks and specialized protective gear. Monitor the health and wellness of Bureau of Operational Support teams, including epidemiological tracking and assessing illness during prolonged deployments. Lead and coordinate the initial stabilization and safe extraction of injured officers or civilians from dangerous or remote locations to higher levels of care. Assist Bureau of Operational Support personnel with medical threat assessments, tactical problem solving, and hazard management to reduce casualties. Manage maternal-fetal/neonatal complications, high-risk OB emergencies, and pediatric critical care. Coordinates transfer of patient care to the responding EMS Authority Having Jurisdiction (AHJ). Functions as an embedded medical asset during Fugitive Unit operations and may accompany personnel into hot zone environments, including entry, as directed. Provides medical training to BOS personnel, including First Aid, CPR, and Stop the Bleed™. Maintains operational medical equipment, supplies, and medications to ensure readiness for deployment. Conducts medical equipment inventory, monitors expiration dates, performs equipment inspections, and assists with protocol review. Completes incident reports, casualty reports, and other required documentation related to patient care, training, readiness, and operations. Participates in operational briefings, debriefings, training exercises, and readiness activities. May operate County vehicles, as needed. Performs other duties as assigned.
REQUIREMENTS
Education Associate's Degree or a minimum of 60 college credit hours in Health Sciences, Biology, or a related field. Graduate of an accredited paramedic program. Certifications Must possess a current paramedic certification by the National Registry of EMTs (NREMT). Must have completed an accredited Tactical Medicine Training Program. Must possess current Basic Life Support (BLS) certification. Must possess current Advanced Cardiovascular Life Support (ACLS) certification. Must possess current Prehospital Trauma Life Support (PHTLS) or International Trauma Life Support (ITLS) certification. Must possess current tactical casualty care training, such as Tactical Emergency Casualty Care (TECC) or Tactical Combat Casualty Care (TCCC). A Tactical Paramedic Certification (TP-C) through the International Board of Specialty Certification (IBSC) is preferred. Completion of the Counter Narcotics and Terrorism Operational Medical Support (CONTOMS) program. Flight Paramedic Certification (FP-C) or Critical Care Certification (CCP-C) issued by the International Board of Specialty Certification IBSC). Licensure Must possess a current paramedic license from the State of Missouri. Must possess a valid Missouri Driver's License and maintain a satisfactory driving record. Job Experience Must have a minimum of ten (10) years of experience in a transporting EMS agency or equivalent experience. Preferred prior military medic or hospital corpsman experience. Knowledge, skills, and abilities Requires the ability to provide medical care in austere, dynamic, and high-risk law enforcement environments. Requires knowledge of tactical casualty care principles and sound clinical judgment under stressful conditions. Requires effective oral and written communication skills, sometimes under adverse conditions. Requires the ability to function within the command structure of a law enforcement operation while maintaining appropriate medical decision-making. Requires the ability to maintain operational medical readiness, including medication accountability, treatment supplies, equipment inspections, expiration date monitoring, and protocol familiarity. Requires the ability to complete patient care documentation, casualty reports, incident reports, and operational medical records accurately and promptly. Requires the ability to instruct and train law enforcement personnel in First Aid, CPR, Stop the Bleed, and operational medical readiness skills. Requires the ability to function as an unarmed embedded medical asset during high-risk operations, including accompanying personnel into hot zone environments as directed.
