Lead, 340B Growth & Partnerships Pharmacy First Health Washington, DC Job Details Full-time 15 hours ago Qualifications Business development management Client relationship development Managing projects Terms and conditions negotiation Full Job Description Pharmacy1st Health is building the clinical infrastructure for rural America by transforming independent pharmacies into integrated care delivery hubs. Our model combines primary care, pharmacy services, and chronic disease management under one roof, creating a new, lower-cost site of care for underserved communities. We operate across multiple states and are rapidly expanding a network of rural clinics co-located with pharmacies. Our goal is to deliver scalable, high-quality care while improving access, outcomes, and cost efficiency. Role Overview The Lead, 340B Growth and Partnerships will be responsible for expanding and managing 340B programs across Pharmacy1st-owned pharmacies. This role sits within our growth team. This person will identify eligible clinic and covered entity partners, engage them in commercial discussions, negotiate partnership agreements, and lead implementation with pharmacy teams. The role sits at the intersection of growth, partnerships, pharmacy operations, and compliance. This is not a purely business development role. The right person must be able to source and close partnerships, while also ensuring that each 340B program is implemented correctly, operationally sound, and compliant. Key Responsibilities 340B Partnership Development Identify potential 340B covered entity partners, including eligible clinics, health centres, hospitals, and other safety net providers. Build and manage a pipeline of prospective partners across Pharmacy1st's markets. Conduct outreach to clinic and covered entity leadership to introduce Pharmacy1st's 340B partnership model. Lead commercial discussions with prospective partners, including program structure, economics, operating model, and implementation timeline. Support negotiation of contract pharmacy agreements in partnership with legal, compliance, and leadership. Program Strategy and Market Expansion Evaluate which Pharmacy1st locations are best positioned for 340B partnerships based on local provider landscape, patient access needs, prescription volume, and operational readiness. Develop a repeatable playbook for launching 340B programs across owned pharmacies. Track market opportunities and prioritise partnerships based on revenue potential, strategic value, and implementation feasibility. Help Pharmacy1st build a scalable 340B growth strategy across multiple states. Implementation and Pharmacy Operations Work closely with pharmacy staff to prepare for 340B program launch. Coordinate implementation steps across pharmacy operations, covered entity partners, third-party administrators, wholesalers, software vendors, and internal teams. Ensure pharmacy teams understand required workflows, documentation, claims processes, replenishment procedures, and reporting requirements. Troubleshoot launch issues and ensure each program moves from contract signing to operational go-live. Create standard operating procedures and training materials for pharmacy staff. Program Management and Performance Tracking Monitor performance of active 340B programs, including prescription volume, revenue contribution, partner performance, and operational issues. Build dashboards and reporting processes to track program growth and identify underperforming sites. Maintain strong relationships with covered entity partners after launch. Identify opportunities to expand existing partnerships to additional pharmacies or service lines. Partner with finance to assess program economics and improve profitability. Compliance and Risk Management Ensure 340B programs are operated in alignment with applicable program requirements, contract terms, and internal policies. Partner with legal and compliance advisors to ensure appropriate program oversight. Support audit readiness, documentation, and issue resolution. Help ensure that pharmacy staff follow the required procedures for eligibility, claims capture, inventory, and reporting. Escalate compliance or operational concerns quickly and clearly. Qualifications Required 4 plus years of experience in healthcare business development, pharmacy operations, provider partnerships, 340B program management, or a related role. Direct experience with 340B programs, contract pharmacy arrangements, covered entities, or pharmacy partnership models. Strong commercial instincts and ability to engage senior leaders at clinics, health centres, hospitals, and provider organisations. Ability to manage complex projects across multiple stakeholders. Strong understanding of pharmacy operations and how programs are implemented at the site level. Excellent communication, negotiation, and relationship management skills. High ownership mindset and ability to operate in a fast-moving, entrepreneurial environment. Preferred Experience working with FQHCs, RHCs, hospitals, Ryan White clinics, or other safety net providers. Experience launching or managing contract pharmacy programs. Familiarity with 340B third-party administrators, split billing systems, pharmacy claims workflows, and wholesaler processes. Experience working in multi-site pharmacy, healthcare services, or provider organizations. Comfort spending time in the field with pharmacy teams and clinic partners.
