Parks and Recreation Director City of Mount Vernon Position Summary The City of Mount Vernon is seeking an energetic, community-focused, and visionary Parks and Recreation Director to oversee and manage the City's parks system, aquatic facilities, golf course operations, recreational programming, and community-wide events. The Director will play a vital role in enhancing the quality of life for residents while creating opportunities to strengthen community engagement through recreational activities and special events. This position is responsible for the planning, administration, maintenance oversight, programming, marketing, budgeting, and day-to-day operations of all parks and recreation facilities and programs operated by the city. Essential Duties and Responsibilities Parks & Facility Oversight Oversee the operation, maintenance, and improvement of all City parks, recreational facilities, playgrounds, athletic fields, trails, and green spaces. Manage operations of the city swimming pool and aquatic programming. Oversee golf course operations, maintenance coordination, events, and customer experience. Develop long-range plans for park improvements, recreational opportunities, and facility upgrades. Ensure facilities are safe, attractive, and properly maintained for public use. Recreation Programming & Community Engagement Develop, coordinate, and promote recreational programs for youth, adults, families, and seniors. Organize and oversee community-wide events including: Red, White & Boom Seasonal festivals Outdoor concerts Community celebrations Sports tournaments Holiday events Other activities designed to increase community participation and utilization of City parks and facilities Identify new opportunities to increase utilization of parks and recreational facilities. Build partnerships with schools, nonprofit organizations, local businesses, civic groups, and volunteers. Administration & Leadership Prepare and manage departmental budgets and financial reports. Supervise full-time, part-time, and seasonal employees. Recruit, train, schedule, and evaluate staff. Develop policies, procedures, and operational standards for the department. Present reports and recommendations to City administration, boards, and City Council. Pursue grants, sponsorships, donations, and partnerships to support recreational projects and programming. Coordinate with other City departments regarding maintenance, public safety, infrastructure, and event logistics. Marketing & Community Outreach Promote parks, recreational facilities, and community events through marketing and public outreach. Utilize social media, partnerships, and community engagement strategies to promote events and programs. Support community engagement efforts through recreational programming and special events. Minimum Qualifications Bachelor's degree in Parks & Recreation Administration, Public Administration, Business Administration, Event Management, or a related field preferred. Experience in parks and recreation management, event planning, facility management, or municipal operations preferred. Experience supervising employees and managing budgets preferred. Strong organizational, leadership, communication, and public relations skills. Ability to work evenings, weekends, and holidays as required for events and operations. Valid driver's license required. Knowledge, Skills, and Abilities Knowledge of parks and recreation operations and programming. Ability to organize large-scale community events. Strong leadership and team management skills. Ability to work collaboratively with elected officials, staff, volunteers, businesses, and community organizations. Knowledge of budgeting, grant opportunities, and project management. Excellent public speaking and communication abilities. Ability to foster a positive and welcoming environment for residents and visitors. Physical Requirements Ability to perform outdoor inspections and attend recreational events in various weather conditions. Ability to lift moderate weights and assist with event setup when needed. Ability to travel between City facilities and event locations. Compensation & Benefits Salary range and benefits will be determined based upon qualifications and experience.
