This position is located in the West Hawaii Region Information Systems Department of Kona Community Hospital, a 94-bed acute care facility located on the Island of Hawaii, serving as the West Hawaii Regional Center, which also includes Kohala Hospital. It is one of 9 facilities within the Hawaii Health Systems Corporation. The WHR Information Systems Department provides for integrated, computer-assisted recording, classifying, summarizing, transmitting, storing and retrieving of clinical and management information. The function of the IT Clinical Informatics within the department is to provide support and education to clinicians and hospital operation users (physicians, nurses, and other interdisciplinary team members) in their use of Health System technology including the electronic medical record (EMR); maintains consistent and reliable communication for enhancements, fixes and any new developments related to the EMR system; and serves as liaison with the support teams and vendors. The IT Clinical Informaticist is responsible to engage, facilitate, and encourage collaboration among facilities/end users to accomplish these outcomes. This position may be required to work shifts, weekends, and holidays. Coordinates work flow analysis of assigned area(s) to define current multiple facilities/region. Has a strong desire to enhance clinical practice with technology. Understands, identifies and addresses overlap(s) between assigned team(s) and other components of the EMR initiative, and other systems. Ensures that new or modified clinical information systems maintain patient confidentiality and privacy in accordance with HIPAA, TJC, CMS, DOH, and other regulatory agencies. Familiarity with CMS Joint Commission rules and regulations are a plus. Ensures all elements of work flow analysis, design, and verification are documented. Ensures required policies, procedures are developed to reflect both development of changes and new "desired state". Ensures forms, policies, and procedures are updated as necessary to reflect changes in work-flows, applications, and product up-grades. Provides input into skill, competencies, and knowledge required by the adoption of technology. May assist with the development, implementation, and evaluation of competencies for clinical staff. Provides input into training materials to implement new technology, work flow, and clinical processes. Assists with product upgrades post-implementation. THE MINIMUM QUALIFICATION REQUIREMENTS ARE
Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week. BASIC EDUCATION/EXPERIENCE REQUIREMENTS
Graduation from an accredited school of nursing. Graduation from a nursing program with a Bachelor of Science in nursing from an accredited school of nursing is highly desirable or 5 years of EPIC experience in lieu BSN. Masters Degree in Nursing Informatics preferred but not required. EXPERIENCE REQUIREMENT
One and one-half (1 ½) years of progressively responsible professional nursing work experience in an acute care hospital, which provided the employee knowledge and experience in coordinating and facilitating the implementation, evaluation and optimization of an electronic medical records system. Such experience must have been gained within the last two (2) years. Two (2) years of clinical/technical knowledge (programming, database design, systems analysis, project management) or other applicable experience highly desirable. • EXPERIENCE REQUIRED
One and one-half (1-1/2) years of nursing experience required. • SUPERVISORY APTITUDE
For Registered Professional Nurse IV, applicants must have demonstrated possession of supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader; previous work experience in a position that demonstrates or performs supervisory functions or in similar work in which opportunities for demonstrating supervisory or administrative capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential. LICENSE REQUIRED
License to practice as a professional nurse in the State of Hawaii. For certain positions, possession of a motor vehicle operator's license is required. CERTIFICATION
Must obtain EPIC certification/accreditation in Clinical Information within 6 months. KNOWLEDGE AND ABILITIES REQUIRED
Knowledge of nursing theory and practice; nursing techniques and procedures; nursing literature and current trends and development in nursing; biological, physical, social and medicinal sciences as related to nursing theory and practice; nursing techniques and procedures. Knowledge of JCAHO requirements, and those of other federal, state, or private regulatory/review organizations with which the hospital interacts. Ability to plan and schedule the work of others and utilize the principles and practices of supervision. The ability to apply nursing theory and practice in planning and giving nursing care; recognize, interpret and evaluate symptoms of patient's condition; and take appropriate action. The position should be able to initiate and maintain working relationships with members of the medical staff, administration, nursing and other departments and agencies affiliated with the hospital.
