Job Description

Primary work location in Boardman with occasional travel to Heppner - (per diem) up to 19 hours a week. Loan Repayment through
HRSA Nurse Corps:
Loan repayment is available to Registered Nurses (RN) and Advanced Practice Registered Nurses (APRN) working in a public or private eligible Critical Shortage Facility (CSF) OR Nurse Faculty employed at an eligible school of nursing. A Critical Shortage Facility is a health care facility located in, designated as, or serving a primary medical care or mental health health Professional Shortage Area (HPSA). Awarded participants will receive payments totaling 60 percent of their outstanding qualifying educational loan balance incurred while pursuing an education in nursing in exchange for a two-year service commitment. Qualifying participants may receive an additional 25 percent of their original loan balance for an optional third year of service.
Position Summary:
Under the supervision and general direction of the Public Health Director, the Clinic Nurse plans, provides, and coordinates Public Health Nursing Services in assigned programs. Performs Public Health Nursing Services in clinics and in the Community. Improves Public Health through prevention, education, quality assurance and the provision of services in the areas of immunization, assessment and developmental screening, referral and follow up, family planning, communicable disease investigation and control, communicable disease testing, counseling and follow up, pregnancy screening and prenatal education, general health education and referral.
Requirements Qualifications:
    Education:
    Associate degree in nursing required; BSN in Nursing preferred
      Experience:
      Minimum of two years' experience in a position providing a broad scope of nursing services, including maternal/child health, communicable and chronic disease.
        License:
        Valid license as a Registered Nurse in the State of Oregon
          License:
          Valid Oregon Driver's License with satisfactory driving record.
            Certifications:
            Required to maintain valid BLS certification.
            • Bilingual (English/Spanish) desired
            Skills/Abilities:
            • Equipment used: Personal computer, phone, copy machine, fax machine, personal electronic devices and other office equipment, automobile.
            • Nursing equipment used: scales, measure board, blood pressure cuff, stethoscope, otoscope, thermometer, syringes, tourniquet, clinical equipment, and personal protective equipment.
            • Proficient with Microsoft Office, including Microsoft Excel, Outlook, Word, email, and other software applications as required.
            • Knowledge and ability to perform accurate physical assessments.
            • Ability to work with clients of varying ages, gender, race, ethnicity, religious, and social background.
            • Ability to learn and implement the procedures and practices of the Public Health Department.
            • Ability to make independent decisions and solve problems pertaining to the Public Health Department.
            • The ability to explain complex issues in situations which are sometimes adversarial.
            • Ability to effectively use oral and written communication in the performance of duties and responsibilities.
            • Ability to learn and implement County procedure, regulations, and requirements with respect to procurement, budget, safety, operations, and organization.
            Knowledge and Abilities:
            Knowledge of principles, methods and procedures of Nursing as applied in Public Health practice, and of preventative medicine.
            • Causes and means of transmission and the methods of control of communicable diseases including, Tuberculosis, HIV, Hepatitis C, and STD's.
            • Procedures involved in promoting maternal and child health, home visiting, family planning, and in decreasing infant, child, and maternity mortality.
            • Knowledge of Mandatory Reporting and Child Abuse and Prevention, service to the medically fragile and disabled in home settings, principles and purposes of Public Health Programs, sociological problems of poverty, abuse, chemical dependency, disability, and other afflicted persons or those accompanying the occurrence of communicable and chronic diseases; and principals of mental health.
            • Ability to work effectively with clients and assist them in satisfactory solutions of health challenges; establish and maintain cooperative relations with public and private social and health agencies; analyze situations accurately and take effective action; speak and write effectively; and maintain standards of client confidentiality at all times.

            Tact, discretion, professional appearance, willingness to live and work in a rural area, and willingness to travel.
