ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Core Duties- Performed by Both Positions Maintains current knowledge on medical information that influences services provided to clients.
- Public Health Nurse (BSN Level) The following duties may be assigned to employees hired into the Public Health Nurse classification: Provides leadership in planning, preparing, and responding to Public Health preparedness events, including mass clinics.
KNOWLEDGE, SKILLS AND ABILITIES
Ability to coordinate or support public health programs, community initiatives, emergency preparedness activities, and population-based health interventions consistent with assigned classification and qualifications. Knowledge of the principles, standards, practices and techniques of professional and public health nursing. Knowledge of the inherent dangers and precautions to be taken in using drugs and other medication. Knowledge of treatment, assessment, immunization and related medical services for patients in area of assignment. Knowledge of local and state rules, regulations, procedures and policies pertaining to nursing services. Knowledge, skills, and abilities regarding health equity, social determinates of health, public health ethics, and the public health core competencies. Knowledge of NIMS and ICS protocols. Knowledge of CLIA and OSHA. Knowledge of electronic records systems. Ability to perform detailed work accurately and independently in compliance with stringent time limits with appropriate direction and supervision. Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. Ability to type accurately at a reasonable rate of speed. Knowledge of County policies, procedures, practices, and departmental operating requirements. Ability to establish and maintain effective working relationships with others. Ability to utilize Microsoft 365 applications at a professional level including: Microsoft Word, Excel, Outlook, OneDrive, Teams. Ability to work the allocated hours of the position.LANGUAGE SKILLS
Ability to communicate effectively with clients, families, community partners, healthcare providers, and multidisciplinary teams. Ability to communicate clearly and concisely in both written and verbal form. Ability to maintain accurate, legible and timely documentation and notes. Must be proficient in workplace English and spelling. Bilingual skills, including fluency in Spanish, preferred. Ability to read County policies and procedures; written instructions, general correspondence; MSDS sheets, safety manuals, maps, etc.MATHEMATICAL SKILLS
Ability to perform basic mathematical and medication dosage calculations accurately.REASONING ABILITY
Ability to understand and effectively carry out verbal and written instructions. Ability to understand, interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations. Ability to think quickly, maintain self-control, and adapt to stressful situations. Ability to maintain discretion regarding business-related files, reports and conversations, within the provision of open records law and other applicable State and Federal Statutes and Regulations. Organizational and time management skills needed to meet deadlines. Must have ability to work accurately with attention to detail. Ability to maintain confidentiality. Ability to prepare and maintain accurate and concise records and reports. Ability to analyze facts, define problems, exercise sound judgment, and develop appropriate solutions in a variety of situations. This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to handle, feel and perform fine motor skills and repetitive actions, and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms. Work has standard vision requirements. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Work requires preparing and analyzing written or computer data, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities. Work frequently requires exposure to blood borne pathogens and may be required to wear specialized personal protective equipment and occasionally requires wearing a self-contained breathing apparatus. Work is generally in a moderately noisy location (e.g. business office, light traffic).WORK ENVIRONMENT
Work is primarily in an office setting but may also be in client and public settings.MINIMUM QUALIFICATIONS
EDUCATIONAND EXPERIENCE REQUIREMENTS
Registered Nurse- Public Health Associates degree from a nursing program accredited by the National Professional Nursing Accrediting Organization.
