B23 ($50,318.18-$82,022.73 annually, dep. on experience) •Salary has been pro-rated for the 10/hr per week work schedule $1,375 Hiring Bonus!! DESCRIPTION
The Medical Officer serves as the designated physician leader for the Rural Health Clinic (RHC), providing clinical oversight, regulatory guidance, and strategic leadership to ensure delivery of high-quality, accessible, and compliant care in a rural setting. This role supports both direct patient care and medical direction, with a strong focus on population health, care access, and interdisciplinary team support.
SUPERVISION
Supervision Received The Medical Officer/Physician works under the direction of the Clinic Manager.
Collaborates With:
Advanced Practice Providers, Nursing Staff, Regional Healthcare Partners. Essential Functions Provide medical direction for all clinical services within the RHC Promote evidence-based, resource-conscious care appropriate for rural populations Ensure continuity of care and appropriate referral pathways to higher levels of care Ensure compliance with CMS Rural Health Clinic Conditions for Certification Oversee development and annual review of: Patient care policies Clinical protocols Standing orders Participate in and support RHC survey readiness and response Monitor key clinical quality metrics (e.g., chronic disease management, preventive care, access) Conduct or participate in peer review and chart audits Support initiatives addressing social determinants of health and access barriers Collaborate with public health agencies, EMS, and regional partners Advise clinic leadership on clinical operations, workflow optimization, and service line development Participate in leadership, quality, and compliance meetings Provide direct patient care as needed, consistent with 0.25 FTE allocation Maintain high standards of documentation, coding, and patient-centered care Ability to drive to SBHC's, trainings, and other meetings Other Duties Support advanced practice providers Be available for consultation on complex or high-risk cases Support the RHC Quality Assessment and Performance Improvement (QAPI) program Identify gaps in care and implement improvement initiatives tailored to rural health needs Foster a collaborative, team-based care model across clinical and support staff Provide mentorship and clinical guidance to providers and nursing staff Support recruitment and retention efforts, recognizing rural workforce challenges Assist with onboarding and competency validation of clinical staff Promote preventive care and chronic disease management within the community Assist in developing outreach programs aligned with community health needs Provide input on budgeting and resource allocation related to clinical services Support telehealth integration and innovative care delivery models to expand access
Requirements:
QUALIFICATIONS
Education and/or Experience MD or DO degree from an accredited institution Board certification in Family Medicine, Internal Medicine, or other relevant primary care specialties Active and unrestricted medical license in Oregon Minimum of 3 years of clinical experience, preferably in primary care or rural health Preferred Prior experience in a Rural Health Clinic or Federally Qualified Health Center (FQHC) Experience working with interdisciplinary teams and advanced practice providers Background in quality improvement, population health, or care management
CRIMINAL BACKGROUND CHECKS
Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with
OAR 410-007-0200
through 410-007-0380. Must pass a monthly check against the OIG and GSA exclusion lists, as well as other federal and state agency lists. If employee, volunteer or contractor is excluded or sanctioned it is grounds for immediate termination of employment, volunteering, or contract.
PRE HIRE DRUG SCREEN REQUIRED PERSONAL AUTO INSURANCE
Must hold a valid driver's license as well as personal auto insurance for privately owned vehicles utilized for CCS business such as client service purposes, travel between business offices and the community, to attend required meetings and trainings. Must show proof of $300,000 or more liability coverage for bodily injury and $100,000 or more property damage and maintain said level of coverage for the duration of employment at CCS. The employee's insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by
CCS. PHYSICAL DEMANDS
While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone systems that require find manipulation, grasping, typing and reaching. The employee is also regularly required to sit; talk and hear; use hands and fingers and handle or feel. The employee is occasionally required to stand; walk; reach with hands and arms; stoop; kneel and/or squat when adjusting equipment or retrieving supplies. The employee may occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, peripheral vision, distance vision and the ability to adjust focus.
WORK ENVIRONMENT
Work is performed in an office environment and the noise level is usually moderate, but occasionally may be exposed to loud noise such as raised voice levels and alarms. Occasional out of area travel and overnight stays will be required for attendance ant meetings or trainings. This position may be exposed to the everyday risks or discomforts which require normal safety precautions typical of such places as an office (i.e. moving mechanical parts, airborne particles, electrical shock, etc.).
