JOB How to Submit a Successful Application video: https://hr.venturacounty.gov/how-to-apply/applicationTHE POSITIONThe Ventura County Health Care Agency is seeking an Assistant Clinic Administrator to be responsible for ensuring the delivery of high quality patient care and experience by providing leadership, direction, and coordination of day to day clinic operations of the surgical subspecialty clinic within Ambulatory Care. This position will assist in overseeing personnel and staffing, managing schedules, procuring supplies and services, supporting performance improvement activities, and ensuring adherence to regulatory requirements, including State and Federal regulations and laws such as Title 22. This position will also collaborate closely with the Clinic Administrator and Medical Director to help ensure the seamless operation of one or more clinics, contributing to the mission of delivering outstanding healthcare.

IDEAL CANDIDATEThe ideal candidate is an experienced healthcare professional with a background supporting surgical or procedural clinic operations. They have experience assisting with staff coordination, pre- and post-operative workflows, scheduling, and ensuring compliance with state and federal regulations, including surgical licensing requirements. Additionally, they are highly organized, adaptable, and demonstrate strong administrative judgment. Finally, the ideal candidate is a collaborative team player who can support clinic leadership, contribute to performance improvement initiatives, and help maintain a culture of patient safety, efficiency, and high-quality care.

EDUCATIONAL/BILINGUAL INCENTIVE
Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Program Administrator II is a Management position and is exempt from overtime. This classification is eligible for benefits at the MB4 level.

The eligible list established from this recruitment will be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this and similar positions only. There is currently one (1) regular full-time vacancy at the Surgical Subspecialty Clinic.

OF DUTIES
Duties may include, but are not limited to the following: Provides leadership, direction, and coordination of daily clinic operations including operating/procedure room scheduling and utilization;Develops and maintains working knowledge of regulations and standards related to outpatient surgical subspecialty clinic operations, including but not limited to billing regulations;Ensures compliance with facility regulations and accreditation standards;Oversees infection control protocols specific to medical procedures and monitors sterilization quality assurance processes;Monitors clinic performance goals and schedules management activities to meet quality outcomes and patient experience;Assists with the management of provider templates and the coordination of support staff to ensure proper coverage;Assists in activities related to regulatory audits;Works with providers, registration staff, and billing to ensure accurate charge capture and eligibility procedures are followed;Interprets policies and procedures and explains their application within the context of the assigned program field;Represents the County in contacts with other governmental or community agencies and/or the public;Confers and cooperates with others on policies and procedures as well as organizational, personnel, budget and operational issues;Prepares required reports and compiles and analyzes narrative, financial, and statistical data to support operational improvements and identify program needs;May supervise and assist in the planning and operation of in-service training programs;Selects and supervises multidisciplinary staff;Establishes performance standards, including standards for clinical areas within the scope of licensure and professional expertise;Evaluates employee performance and takes disciplinary action as needed; andPerforms other related duties as required.

EXPERIENCE EVALUATION
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large, candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process.
ORAL EXAMINATION - 100
%: A job-related oral examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE:
The selection process may consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. If the T&E replaces the oral exam candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list. Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
