Fulfilling, mission-related work Opportunity to work with and support Indy's youth Business casual or casual work attire On-the-job training Flexible working hours (1) About Strategic Prevention Strategic Prevention is a unified effort of the Indy Public Safety Foundation (IPSF) to reduce violence, strengthen community trust, and build long-term safety and wellness across Indianapolis. This approach integrates three of IPSF's core prevention programs: Indy PAL, which builds trust between police and the community through youth sports and mentorship Indy Champions, which supports survivors and disrupts cycles of domestic violence Indy Center for Conflict Resolution (ICCR), which offers community-based, trauma-informed mediation and conflict coaching Strategic Prevention team members specialize in one program but are cross-trained and empowered to support others when needed, ensuring a flexible, coordinated, and community-centered approach. Position Summary:
Indy PAL Program Manager The Program Manager for Indy PAL leads the planning, coordination, and daily operations of youth development, mentorship, and community engagement programming through Indy PAL (Police Athletic/Activities League). This role focuses on creating safe, supportive environments where young people build confidence, leadership skills, and positive relationships with law enforcement and trusted adults. The Program Manager oversees program delivery, mentor engagement, volunteer coordination, partnership development, and youth recruitment while ensuring alignment with National PAL standards and IPSF strategic goals. This position plays a critical role in strengthening youth outcomes, increasing community trust, and supporting violence prevention through mentorship and positive youth development. Applicants for this position acknowledge these key requirements and limitations :
  • Travel within Marion County is a requirement for this position. A means of transportation will be provided, and position holders must have access to an appropriate means of transportation. Compensation for the position includes approved mileage reimbursement at the IRS rate.
  • This is an at-will position and the independent contractor relationship may be terminated at any time.
  • While this position will work closely with the City of Indianapolis as part of the Program, IPSF is not a public agency and is not part of the City of Indianapolis.
The holder of this position will not be a City employee. (3)
Core Responsibilities:
Indy PAL Focus
  • Plan and manage practices, games, activities and events
  • Communicate regularly with program participants, parents/guardians, coaches, volunteers, IMPD staff and others regarding program needs
  • Lead youth recruitment and outreach, with target focus on zip codes experiencing the highest level of poverty and violence.
  • Manage program materials and purchase supplies/equipment
  • Develop and maintain partnerships with community organizations, businesses, individuals, schools and others to operate and grow the program (4) Position Key Performance Metrics (KPM's)
  • Number of meetings, practices, games, and events planned and executed per month
  • Number of youth recruited and actively engaged in program sport and/or activity
  • Percentage of youth engaged in target focus areas
  • Number of supplies purchased and/or managed
  • Number of partnerships developed with community organizations or institutions (5)
Cross Program Responsibilities:
Strategic Prevention As part of the Strategic Prevention team, all Program Managers are expected to:
  • Participate in training across PAL, ICCR, and Indy Champions
  • Support colleagues during high-volume events, crises, or outreach initiatives
  • Engage in shared professional development, team building, and retreats
  • Contribute to collective goals and impact tracking for the division
  • Represent Strategic Prevention at IPSF or partner events as needed
  • Collaborate across programs to identify opportunities for joint outreach or referrals (6) Basic Qualifications Basic qualifications of the position are as follows: Must have a valid driver's license and reliable means of transportation.
A background and understanding of the population served. Comfort navigating challenging neighborhoods, people, and families and interacting with law enforcement. Having the passion and the patience necessary to serve hard to reach individuals and communities. Administrative skills to collect and manage data - both in hard copy and data system. (7) Hours, Compensation, and Benefits The Indy PAL Program Manager will be W2 employee. The Indy PAL Program Manager will be offered benefits, including health, dental, vision and Paid Time Off (PTO). Approved mileage will be reimbursed at the IRS rate. Program Manager will work in various office settings, including IPSF offices, IMPD CEOB offices, JTV Hill Center and more. To fulfill the requirements of the position, Program Managers will be required to work flexible hours, with some evenings and/or weekend programming and duties.
