Job Description

The primary purpose of this position is to perform intermediate skilled clerical and technical work controlling, processing, and ensuring security of evidence and recovered or found property.
Please Note:
An offer of employment is contingent upon successful clearance of a fingerprint screening, polygraph test, and a forensic background check.
Essential Duties and Responsibilities:
Oversees, receives, catalogs, stores, and maintains custody and control of police evidence and found property which may include currency, firearms, narcotics, and other items. Prepares and maintains record of articles and valuables received; enters information in the evidence records system and maintains records of all transactions. Places property in appropriate storage area and maintains storage security, transports evidence and laboratory samples as needed. Disposes of evidence per court order or as directed by other legal authority. Provides court testimony on chain of custody. Trains new employees on procedures for packaging and documenting evidence. Stays abreast of changes in law and ensures that departmental processes, policies, and procedures are consistent with the law and best practices. Work includes exposure to all evidence that is stored by the Concord Police Department including but not limited to evidence of violent crimes (rapes, robberies, homicides, aggravated assaults, etc.), crimes against children, narcotics and weapon offenses. Supervises staff by prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained and follow policies and procedures, maintaining a healthy and safe work environment, and making hiring, termination, and disciplinary recommendations.

Job Specifications and Qualifications:
Knowledge:
Thorough knowledge of laws, regulations and directives regarding evidence; Thorough knowledge of inventory management; General knowledge of police methods, practices, and procedures; General knowledge of weapon and firearm safety and handling; General knowledge of principles and procedures of record keeping; General knowledge of workplace safety practices and procedures; General knowledge of criminal and civil liability of evidence handling; Thorough knowledge of inventory management.
Licensing and Certifications:
International Associate of Property and Evidence certification or ability to obtain within one (1) year; Failure to obtain within one (1) year from hire date may result in termination. Valid North Carolina Driver's License.

Physical Requirements:
Positions in this class require: standing, fine dexterity, walking, lifting, carrying, sitting, reaching, handling, kneeling, crawling, pushing/pulling, climbing, vision, foot controls, balancing, bending, crouching, hearing, twisting, talking.
Light Work:
Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree. Incumbents may be subjected to mechanical hazards, chemical hazards, electrical hazards, fire hazards, explosives, biological health hazards and communicable diseases.
