Job Description

The hiring salary range for this position is $59,172.65 - $77,516.18 annually commensurate with experience. Chales County Government is seeking an experienced Assistant Scale House Manager to represent, inspire, and empower a team of Weigh Clerks by encouraging them to offer ideas about decisions that affect them, and guides team members to improve workplace functionality and productivity. Assistant Manager will assist the Scale House Manager with the daily operation of the scale house. This position will assume and perform the Scale House Manager's duties and responsibilities in the absence of the Scale House Manager. This position also performs customer service and clerical work at the County landfill. The work involves determining the weight and nature of waste brought to the landfill and enforcing landfill regulations. Provides guidance, motivation, and support to a team of Weigh Clerks that develops, implements, and executes strategies and goals to achieve better workflow processes, measures, and results. Resolves conflicts between team members and acts as a liaison between the team and supervisory management. Assists supervisor with training and providing feedback on performance of Weigh Clerks. Participates with determining weekly work schedules to ensure proper staffing. Ensures completion of daily assignments and coordinates start times, lunch schedules, and end of shift responsibilities as needed or requested. Assumes and performs the Scale House Manager's duties and responsibilities in the absence of the Scale House Manager. Enforces rates, rules, and regulations of the landfill. Coordinates and executes work procedures in a timely, quality, and cost-effective manner with a strong focus on customer service. Monitors and tracks tonnage for the landfill, mulch facility, recycling centers, curbside operations, recycling goods hauled to material recovery facilities, scrap tires, and special community events Operates weigh scale equipment, performs financial and non-financial transactions, collects money in compliance with scale house procedures, and records data in an automated truck weighing and routing system. Performs cash counts and reconciliations, prepares, or verifies bank transmittals, maintains an adequate change fund, and codes invoices for payment. Identifies discrepancies and makes or suggests appropriate adjustments. Issues refuse permits and maintains customer account files. Prepares monthly customer landfill billing and submits for supervisory review. Compiles, analyzes, and verifies data and generates reports as needed or requested by management and County, State and Federal agencies in a timely manner. Orders and maintains appropriate quantities of Tag-a-Bag tickets for vendors and Scale House. Address inquiries from customers via phone, email, and in person regarding fees, hours, and services. Ensures verbal and written information provided by scale house personnel is accurate and consistent. Prepares memorandums as needed by Landfill & Recycling Operations Managers. Participates with budget preparation and administration. Coordinates with other departments, divisions, or agencies for special events or emergencies as directed. Interacts and communicates with customers, citizens, regulatory or oversight agencies, and contractors and other agencies or parties in response to requests for information, to explain work requirements, or to provide technical assistance. Performs other duties as assigned.
Education and Experience:
Associate degree in Accounting, Business Management, or related field and three (3) years of progressively responsible management and administrative experience, or an equivalent combination of education, experience, and training. Experience with Paradigm Software is preferred.
Licenses or Certifications:
Must possess a valid Driver's License.
Special Requirements/Qualifications:
Maintain confidential information. Weekend work is required. May be called back in emergencies. Work is subject to frequent interruptions.
Knowledge, Skills and Abilities:
Knowledge of governmental accounting principles and scale house operations. Knowledge of County and landfill policies and procedures, standard operational practices, and safety regulations. Knowledge of customer service and quality standards. Knowledge of general office procedures and the use of computers, calculators, software, and other office equipment. Knowledge of automated truck weighing and routing systems. Ability to set, prioritize, and achieve goals. Ability to motivate, develop, and direct employees. Ability to effectively manage conflict and resolve disputes. Ability to successfully communicate, both orally and in writing. Ability to actively listen to customers, coworkers, and supervisors. Ability to establish and maintain effective working relationships. Skill to perform cash counts and reconciliations, prepare bank transmittals, and code invoices for payment. Skill to use logic and reasoning to identify the strengths and weaknesses of alternative solutions. Skill to prepare accurate records and reports. Skill to organize and maintain documentation.
PHYSICAL DEMANDS
The work is mostly sedentary with periods of light physical activity. Typical positions require employees to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs; bend and crouch; reach, hold, grasp, and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and to use normal or aided vision and hearing.
WORK ENVIRONMENT
Principal duties for this job are performed in a general office environment and landfill surroundings. The employee is constrained to the work site while on duty.
