Job Description
- Acts as confidential secretary to the Human Resources Director in working with limitedfinance & budget issues, personnel issues and other sensitive matters.
- Assists the Human Resources Director performing research, investigating various issues, and compiling reports with possible alternatives and recommended courses of action for review.
- Assists in carrying out directives and implementing policies of the Board related to research and policy development, personnel and employee relations.
- Assists the public, employees and department heads in the job listing and application process.
- Collects input on bargaining issues and coordinates the bargaining team meetings. Assists in preparing data on wages, benefits and other issues for the collective bargaining process.
- Act as the first point of contact with employees for general finance and human resources questions including basic budget and purchasing questions.
- Maintains personnel records with appropriate documentation. Maintains the database of employees with pertinent information such as job title, salary, social security number, birth date, etc.
- Composes and types correspondence, independently or as directed, for the Human Resources Director.
- Assists walk-in visitors; answers inquiries and complaints from the public, employees, and various departments; provides requested information and explains departmental policies and procedures; refers requests to appropriate staff members and/or departments.
- Assures that assigned areas of responsibility are performed within budget; perform cost control activities; monitor revenues and expenditures in assigned area to assure sound fiscal control; assist in the preparation of annual budget.
- Evaluates and makes changes in work procedures and schedules as necessary.
- Assists in processing reports including form 941, State of Michigan withholding taxes, UIA wage reporting, etc.
- Maintains excellent relations between office and other county departments and public.
- Prepares a variety of studies, reports and related information for decision-making purposes.
- Investigates and follows-up on citizen requests for service, complaints, and requests for information (FOIA).
- Assists in the development and publication of notices, flyers, brochures, media releases, news articles, and other informational materials about open positions at Antrim County.
- When necessary, assist the Human Resources Director with calendar appointments and meeting preparation (copies, mailings, etc.).
- Other duties as assigned.
Employment Qualifications Education:
Graduation from high school with specialized course work in office practices such as editing, filing, accounting and bookkeeping, or any equivalent combination of related education and experience. Associates degree preferred.Experience:
Five (5) years of experience in an office management setting. Prefer experience with emphasis on accounting , payroll and payroll taxes, and budget management. Basic understanding of laws affecting human resources, and familiarity with employee benefit programs, or any equivalent combination of education, training and experience. Must have very good secretarial, word processing, spreadsheet, and typing skills.Other Requirements:
Must have excellent organizational skills, exceptional verbal and written communication skills. Must possess the ability to handle multiple tasks at the same time. Must have a valid Michigan Motor Vehicle operator's license. Tools and Equipment Used Personal computer including word processing, spreadsheet, presentation software (e.g. Power Point) and database software; scanner; copy machine; postage machine; duplicating machine; binding machine; fax machine; calculator; phone; file cabinets; entry books; pens; pencils; manuals; and reference books.
