Job Description

The Beaver Valley Intermediate Unit seeks a dynamic and qualified candidate to fill a Human Resources Generalist position to provide support in various organizational functions including but not limited to; employee and labor relations, recruitment/employment activities, onboarding, organizational policy and procedure administration and development, and administering employee benefits programs. The successful candidate will provide essential HR support services to the intermediate unit and local school districts in Beaver County.

The Human Resources Generalist will:
Support recruitment and selection processes, including job postings, candidate screening/interviewing, background checks, employment verification, and preparation of Board agenda items. Coordinate and implement new employee onboarding and orientation. Maintain and manage confidential personnel records and HRIS systems to ensure accuracy and compliance. Monitor and track compliance requirements (e.g., clearances, certifications, mandated training, tenure status) and ensure adherence to employment laws, collective bargaining agreements, and Board policies. Administer employee benefits and leave programs, including medical, dental, vision, retirement (PSERS), FMLA, workers' compensation, paid time off, and other related programs. Track employee absences and leaves, ensuring eligibility, proper documentation, and legal compliance. Report and monitor workers' compensation and unemployment claims. Manage substitute employee documentation, clearances, training records, and timesheet processing in coordination with the Business Department. Provide guidance and training to staff and administration on HR policies, procedures, compensation, and benefits. Maintain and update HR-related communications and postings (e.g., website, portals, legal/labor law notices, employee notifications). Support development, review, and maintenance of job descriptions. Contribute to a positive and productive work environment by supporting employee relations processes, including investigations, discipline, and recognition. Participate in strategic initiatives, special projects, process improvements, and system implementations. Collaborate with internal departments and program administrators to support HR and financial operations. Stay current on employment laws and serve as a resource to staff. Maintain confidentiality of personnel information. Perform other duties as assigned by the Business Manager, Executive Director, or designee.
Qualifications Include:
Bachelor's degree in Human Resources, Business, or related field. Attainment of HR certifications such as the PHR, SPHR, SHRM-CP, or
SHRM-SCP
preferred. Minimum of 2-4 years of experience performing human resource tasks that demonstrate a proficiency in the career field; recruiting experience a plus. Communicate effectively, both orally and in writing of HR policies, procedures, guidelines, and laws. Able to analyze data and think strategically to make informed decisions for the organization. Experience in a Pennsylvania Intermediate Unit or public school entity, preferred. Ability to work effectively in a collaborative team environment and capable of working independently on projects with minimal supervision. Knowledge of state and federal laws along with laws that impact HR as it relates to the organization. Able to present information to directors in a clear and concise manner. Knowledge in technology integrations as related to HR practices. Strong attention to detail, accuracy, and organization, required. Valid Driver's License required.
