Job Description

Job Summary The Human Resources Manager is responsible for leading and overseeing all phases of HR strategy and operations, including but not limited to full-cycle recruitment, onboarding, benefits administration, compensation, employee relations, and compliance. This role partners closely with executive leadership to align human resources practices with organizational goals, drive employee development, and support succession planning initiatives. The HR Manager serves as a key leader in fostering a compliant, high-performing, and engaged workforce across ULWR and affiliated entities. United's mission is to keep our communities clean, recycle everything we possibly can, and transform waste into high-value beneficial materials. We help local and Fortune 500 food, beverage, and grocery brands protect their reputations and achieve their sustainability goals. United manages and recycles pre-consumer food byproducts responsibly, efficiently, and at scale, keeping waste out of landfills and providing nutrient rich fertilizer to our local farming community. Our comprehensive, circular solution capabilities allow us to recycle the widest range of food and beverage wastes in the industry. Essential Duties and Responsibilities Lead and manage all human resources functions including workforce planning, job development, recruitment, onboarding, performance management, disciplinary procedures, and terminations. Develop, implement, and continuously improve HR strategies, policies, procedures, and job descriptions to support organizational growth and compliance. Serve as a strategic partner to leadership by advising on employee relations, organizational development, and talent management initiatives. Oversee and maintain the employee handbook, ensuring policies remain current with regulatory changes and organizational needs. Direct and optimize full-cycle recruitment efforts, including exploring and implementing innovative and non-traditional sourcing strategies. Design, implement, and lead employee onboarding and orientation programs to enhance employee engagement and retention. Manage and administer compensation and benefits programs, including vendor relationships, employee communication, enrollment, and compliance (e.g., COBRA). Establish, track, and analyze HR metrics and KPIs to inform decision-making and improve HR effectiveness. Lead employee relations efforts, including managing complaints, conducting investigations, and ensuring consistent application of company policies. Ensure compliance with all federal, state, and local employment laws and regulations, including EEO, COBRA, HIPAA, Workers' Compensation, Unemployment Insurance, FMLA, and FLSA. Oversee compliance programs, including maintenance of required records such as DOT Driver Qualification Files. Identify and implement continuous improvement initiatives to enhance HR processes and overall employee experience. Represent the organization in meetings, trainings, and seminars, and remain current on HR best practices and regulatory changes. Provide leadership, guidance, and potential oversight to HR staff as the department grows. Perform other related duties as required and assigned. Minimum Qualifications Bachelor's degree in Human Resources, Business Administration, or a related field (or equivalent experience). Three to five years of progressive human resources experience, including demonstrated leadership or strategic responsibilities. Strong knowledge of HR principles, employment law, and best practices. Proven ability to manage multiple priorities and operate both strategically and tactically. Strong problem-solving and decision-making skills with the ability to handle complex employee situations. High level of integrity and ability to maintain confidentiality. Excellent interpersonal and communication skills, with the ability to influence and advise leadership. Ability to speak Spanish. Preferred Qualifications Experience and knowledge of payroll and/or HRIS systems. Experience working with DOT rules and regulations. Experience working in a shop, manufacturing, transportation, or industrial environment. Physical and Mental Demands Ability to sit, stand, walk and use office equipment. Lifting to 25lbs infrequently. Employee must be able to speak with employees and vendors as needed in-person, via telephone and/or e-mail. Sedentary work in an office setting, involving prolonged periods of sitting. Employee will also be exposed to moving equipment, such as semi-trailers, tractors, and recycling equipment. Exposure to weather implements, road hazards and traffic when commuting between facilities. Salary Range The expected salary range for this role is $77,000 to $85,000 per year. Actual compensation will be determined based on relevant experience, skills, and qualifications.
