Job Description
Company Overview St. Luke's Lutheran Care Center has a longstanding history of providing compassionate and comprehensive care to residents since its founding in 1963. With a commitment to enhancing quality of life, the organization offers a continuum of services including skilled nursing, assisted living, and specialized therapeutic programs in a warm, home-like environment. SCOPE The Human Resources Manager is responsible for overseeing all human resources functions within the long-term care facility, including recruitment, onboarding, employee relations, benefits administration, compliance, performance management, payroll, retention initiatives, and policy administration. This role supports a positive workplace culture while ensuring compliance with federal, state, and local employment laws and healthcare regulations.
- Per Minnesota Department of Human Services guidelines, a successful passing of background screening is required
ACCOUNTABILITIES
Recruitment & Onboarding Manage full-cycle recruitment for all departments including nursing, dietary, housekeeping, maintenance, therapeutic recreation and administration. Coordinate job postings, applicant screening, interviews, background checks, and hiring processes. Coordinate & host new employee orientation & onboarding programs, ensuring completion of required employment documents, licenses, certifications, and training. Support department managers with staffing needs and workforce planning. Maintain confidential personnel files and hiring documentation in compliance with regulatory requirements. Payroll/Benefits Maintain and ensure proper calculations of employee time records and assist with processing bi-weekly payroll. Prepare and distribute annual W-2's to staff. Prepare and assist with audits of payroll, benefit plans, and any other employee related audits. Monthly reconciliation of employee benefit premiums to billing statement Responsible for monitoring cost effectiveness of benefit programs Enroll new hires into applicable benefit programs, ensuring timeliness & accuracy of enrollment. Administer employee benefits programs including health insurance, PTO, retirement plans, etc. Assist with payroll coordination and wage changes. Employee Relations Serve as a resource for employees and supervisors regarding HR policies and workplace concerns. Investigate complaints, grievances, and employee relations issues. Support disciplinary actions, coaching, and performance improvement plans. Promote a respectful, inclusive, and professional work environment.Compliance & Risk Management:
Ensure compliance with federal, state, and local labor laws. Maintain compliance with healthcare employment regulations, background studies, and licensure tracking. Assist with OSHA, workers' compensation, unemployment claims, FMLA, MN Paid Leave, ESST, ADA, and leave administration. Maintain, prepare and submit all required governmental reporting such as Affirmative Action Compliance Report, EEO-1, Vets-100A, etc. Maintain confidentiality of personnel and medical information. Safety Related Responsible for Workers Compensation program administration. This includes but is not limited to: preparation and submission of 1st Reports of Injury, maintaining communication with workers compensation carrier, injured employee, employee's supervisor and medical providers, actively pursue a return to work plan for injured workers. Chair Safety Committee and conduct monthly meetings.Administrative Duties:
Maintain HRIS systems and accurate employee records. Update employee handbook, policies, and procedures annually Participate in leadership meetings and facility committees Update written personnel policies, job descriptions and performance standards as necessary. Enter Accounts Payable invoices into software system (Sage) Quarterly submission of Payroll-based Journal (PBJ) to the Center for Medicare & Medicaid Services Other Demonstrate excellent communication & positive working relationships with all stakeholders within and outside the organization. Examples include residents & their family members, volunteers, visitors, external agencies, healthcare professionals, internal departments, etc. Ensure compliance within the human resources department, organizational policies, systems, regulations and demonstrate a strong commitment to St. Luke's Lutheran Care Center's mission of providing a ministry of gentle service and person-centered care. Adhere to the Code of Conduct and Compliance, Vulnerable Adult Policy, and any other policies in addition to other job specific policies Attend scheduled mandatory in-services As part of the overall team, you may be requested to assist in the support of other resident care activities Promote positive image of St. Luke's Lutheran Care Center by embracing person-centered care with a positive attitude Be available to staff for consultation for any areas of concern Wear name tag during scheduled shiftCOMPETENCIES

PHYSICAL & SAFETY REQUIREMENTS
While performing the duties of this job, you are regularly required to walk, handle & feel objects, reach with hands & arms, reach above arm level, communicate effectively & efficiently in person & on the phone. In addition, the physical requirements for this role include, but are not limited to: Ability to occasionally lift, carry, & push/pull up to 20 pounds Vision abilities required include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus Ability to move throughout the facility regularly Follow standard precautions & infection control practices Report any work or non-work related injury immediately _______________________________________________________________________________________EDUCATION, EXPERIENCE & SKILLS
