A qualified candide possesses the following: Three or more years of progressively responsible specialized Human Resources (HR) (Employee Benefits) experience reled to human resources (HR) benefits experience (e.g., 1) skilled in applying federal laws and requirements regarding health and wellness benefits; and 2) provide advice and assistance on mters reled to benefits' program administrion insurance gained from working in a Human Resources Office (HRO). Knowledge of CNIC organizional structure and mission(s) of organizions serviced. Knowledge of HR laws; and Office of Personnel Management (OPM), DoD, Department of the Navy (DON), CNIC, and various federal government HR policies, regulions, and procedures reled to employee benefits. Ability to provide advice and assistance and perform tasks associed with benefits' program administrion. Ability to explain rules and procedures to employees and help them understand their rights and obligions. Ability to gher facts and to apply analytical and evaluive methods and techniques to program reled issues and studies in order to evalue the efficiency and effectiveness of the benefits program; and recommend innovive and substantive solutions. Skill in the use of a Human Resources Informion System (e.g., SAPHR, Defense Civilian Personnel Da System). Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to analyze and prepare clear, concise, and technically sound reports reled to work within the Branch. Ability to develop and effectively deliver presentions and/or training.
