Job Description

The City of Davis is looking for a Human Resources Technician to join the HR team! Together we support over 380 full-time employees and several hundred temporary, part-time employees. The ideal candidate will have strong customer service and data entry skills. Experience in public sector recruiting is preferred.

$62,471•$75,933 per year
Human Resources Technician II:

DEFINITION
Under immediate (Human Resources Technician I) or general (Human Resources Technician II) supervision, this position performs a variety of responsible paraprofessional, technical, and office administrative human resources support functions, including assisting with the recruitment, testing, and selection of staff, salary administration, insurance and benefit programs, and employee training and orientation; prepares, reviews, and distributes human resources information systems records; provides responsible technical and clerical support to staff in the Human Resources Department; assists in completing various human resources studies and reports; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives immediate (Human Resources Technician I) or general (Human Resources Technician II) supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff .
CLASS CHARACTERISTICS
Human Resources Technician I:
This is the entry-level classification in the Human Resources Technician series. Initially under close supervision, incumbents learn and perform routine administrative support duties . As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Human Resources Technician II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Human Resources Technician II:
This is the fully qualified journey-level classification in the Human Resources Technician series. Positions at this level are distinguished from the Human Resources Technician I by the performance of the full range of duties as assigned, exercising judgment and initiative while independently performing technical duties in support of the Human Resources Department. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in the Human Resources Technician class series are flexibly staffed; positions at the Human Resources Technician II level are normally filled by advancement from the Human Resources Technician I level; progression to the Human Resources Technician II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Human Resources Technician II level. Examples of Typical Job Functions (Illustrative Only) Essential functions may include, but are not limited to, the following: Positions at the Human Resources Technician I level may perform some of these duties and responsibilities in a learning capacity. Participates in the recruitment, testing, and selection of employees, including preparing advertisements and recruitment job flyers, assisting in coordinating recruitment processes, and scheduling and coordinating written performance tests and interviews; advertises, posts, and mails job bulletins; proctors' examinations; constructs rating notebooks; prepares and sends rater confirmation materials and thank you letters. Schedules and coordinates selection processes; obtains raters for selection panels and arranges interviews involving employees and other parties; notifies candidates at all steps of the selection process; processes employee preplacement physical examination paperwork. Coordinates background check process for required classifications; updates Department of Justice applicant clearance log. Utilizes the applicant tracking system; answers questions regarding open positions, application procedures, employment procedures, and basic salary administration practices; responds to requests for employment verification. Processes personnel change forms involving terminations, resignations, promotions, retirements and other employee status changes. Performs administrative work related to multi-tiered employee benefits programs that include plans such as retirement, long-term disability, medical, life, dental, vision, employee assistance program, Worker's Compensation and leave of absence programs; enters benefit enrollment and changes into related databases. Conducts and coordinates orientations for newly hired employees, and answers employee questions regarding benefits, open enrollment periods, and other information regarding employee benefits. Processes employee exits, including Consolidated Omnibus Budget Reconciliation Act (COBRA) paperwork. Responds to employee and retiree questions and complaints; interfaces with insurance providers and insurance representatives; tracks and monitors employee benefits including while employees are on disability leaves. Schedules and coordinates meetings and webinars for Deferred Compensation programs Participates in special human resources projects and programs including the City's Volunteer Program, Health/Benefits Fair, training programs, open enrollment, newsletter, and related events; coordinates and integrates program services and activities with other agencies and City departments. Participates in City committees, work groups or project teams as assigned. Maintain HR pages of Intranet and City Public Website, and applicable HR Social Media as assigned; Maintains employee badge system and issues parking passes. Administers the Workers' Compensation claims management program; processes insurance claims submitted; monitors accepted claims prior to closure; provides information to claimants, attorneys, and Workers' Compensation insurance carrier; assists employees in resolving issues related to Workers Compensation, safety, and health; maintains accurate databases; prepares reports and other related documentation. Administers liability claims program; provides claim forms upon inquiry; receives and tracks claims; process claims to include preliminary investigation and coordination with claims handler; responds to inquiries on status of claims. Coordinates subrogation process. Assists in responding to surveys and completing various reporting requirements. Assists in administration of safety policies and programs, general employment policies and procedures, and labor relations activities. Sets up purchase orders and processes invoices and other billing statements for payment. Oversees various programs including Department of Motor Vehicle (DMV) Pull Notice Program, and random drug testing programs by sending notifications to appropriate parties, coordinating medical appointments as necessary, monitoring program compliance, and maintaining databases and files; tracks, updates, and manages all commercial driver files and licenses; coordinates and schedules all physical examinations. Receives and screens visitors, telephone calls, and emails, providing a high level of customer service to both external and internal customers; provides information to City staff, other organizations, and the public, requiring the use of judgment and the interpretation of complex policies, rules, procedures, and ordinances. Provides general administrative support including preparing correspondence, memoranda, and reports; performs reception functions; processes mail; performs data entry; and maintains schedules and records. Establishes and maintains employee personnel and benefits files and volunteer files; organizes and maintains various administrative, confidential, reference, and follow-up files; purges files as required. Performs other related duties as assigned.
QUALIFICATIONS
Positions at the Human Resources Technician I level may exercise some of these knowledge and abilities statements in a learning capacity.
Knowledge of:
Basic principles and practices of public sector human resources and risk management functions. Basic benefit program principles and practices, including claims processing, benefits reporting, and insurance/benefit plan recordkeeping. Standard employee benefit plans, coverages, and insurance recordkeeping requirements. Methods and techniques of conducting initial screening on candidate applications. Methods and techniques of conducting employee orientation sessions. Policies, procedures, practices, and methods related to Workers' Compensation and liability claim processing and administration. City personnel rules, policies, and labor contract provisions. Operations and requirements of the City's Human Resources Information Systems, risk management systems, applicant tracking, and other related systems. Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility. Principles and practices of record keeping. Business arithmetic and basic statistical techniques. Techniques for providing a high level of customer service by effectively interacting with the public, vendors, contractors, and City staff. The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
Ability to:
Provide technical and administrative support to the City's human resources and risk management systems and programs. Review human resources documents for completeness and accuracy. Assist in multiple tasks within the recruitment, testing, and selection processes. Review and reconcile employee benefit records. Perform detailed human resources office support work accurately. Review and coordinate the processing of workers compensation claims. Respond to and effectively prioritize multiple phone calls and other requests for service. Understand and apply a wide variety of human resources and risk management regulations, policies, and procedures. Maintain confidentiality of sensitive personal information of past, current, and future employees, members of the public, and other matters affecting City employee relations. Establish and maintain a variety of filing, record-keeping, and tracking systems. Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed. Enter data into a computer system and prepare written materials with enough speed and accuracy to perform the work. Make accurate mathematical calculations. Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments. Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks. Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Successfully pass required California Department of Justice/FBI background check for purposes of accessing the California Department of Justice clearance system.

Education:
Equivalent to completion of the twelfth (12 th ) grade, supplemented by college level coursework in human resources, risk management or a related field.
Experience:
Human Resources Technician I:
One (1) year of increasingly responsible experience providing technical support to a human resources, risk management program, or related customer service or administrative support position.
Human Resources Technician II:
Two (2) years of experience providing technical support to a human resources or risk management program.
Licenses and Certifications:
None. Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds. Environmental Elements Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Working Conditions N/A.
