The Deputy Chief Human Resources Officer (CHRO), under the supervision of the CHRO, performs a wide variety of professional human resources services and provides strategic leadership to the Division of Human Resources. This position serves as the CHRO in their absence and is responsible for many administrative functions and daily oversight of the Division of Human Resources. This position is a key liaison between departments and Human Resources ensuring effective communication, collaboration and alignment of Human Resources initiatives. The Deputy CHRO builds and maintains strategic partnerships to support goals of Departments and Sedgwick County. Day to day oversight of the Division of Human Resources Supervises professional, technical, and administrative staff, including HR Department Directors for Compensation & Classification, Work Environment, and Employment & Training. Collaborates with leadership to develop solutions to employment and workplace issues consistent with policy and regulatory requirements. Assists in administering the County's Compensation & Classification plan, including classification support and related program oversight. Supports Countywide HR programs: leave administration, employee relations, employment, retention, training, and workforce development. Assists with development, implementation, and interpretation of County HR policies and procedures. Provides expert consultation on HR best practices, problem resolution, compliance, and risk mitigation. Partners with Department Directors and the County Counselor's Office on complex HR matters. Collects and analyzes HR metrics to support strategic, data-driven decision-making aligned with HR and County priorities. Strategic Partner for Human Resources Partners with the CHRO to address overall organization, division or department needs Evaluates and advises on long range impact of new programs/strategies and laws Assists in research and preparation for the County annual budget process Research and respond to requests and projects from Leadership, County Commissioners or County departments Assist in analysis of various internal and external trends related to employees and employers Member of County Budget Team Lead and promote HR initiatives Maintains positive work relationships with employees and leadership Project Management Collaborate with Human Resources, ERP, Payroll or other stakeholders to lead and implement Human Resources projects and initiatives Coordinate stakeholders to facilitate all aspects of a project through completionMinimum Qualifications:
Bachelor's degree in Human Resources, Public Administration, Business Administration or related field AND five (5) years of professional experience in Human Resources or related HR management experience, including three (3) years of supervisory experience or experience leading or directing HR related work, providing functional guidance and/or HR program initiatives. OR Ten (10) years of experience in a Human Resources Department or related HR management role, including three (3) years of supervisory experience leading or directing HR related work, providing functional guidance and/or HR program initiatives.Preferred Qualifications:
Five (5) years of professional Human Resources experience in an established Human Resources Department.With no degree:
Ten (10) years of professional Human Resources experience in an established Human Resources Department. SHRM PHR/SPHR, IPMA-CP/CS, etc. Applicants have rights under Federal Employment Laws.
