LOCATION OF POSITION
Baltimore City, Maryland\r\n Main Purpose of Job About the Role\r\nThe COO is a key member of the executive leadership team and oversees critical enterprise functions, including Consumer Assistance, Human Resources and Organizational Effectiveness, and General Services. This leader will translate strategy into action, ensuring the organization operates efficiently, effectively, and in alignment with its mission.\r\n\r\n\r\nThis is an Executive Service position and serves at the pleasure of the Appointing Authority.\r\n\r\n\r\n
POSITION DUTIES
What You'll Do\r\n\r\nStrategic & Executive Leadership\r\n\r\n Partner with the Executive Director and leadership team to set and execute organizational strategy\r\n Drive cross-functional alignment and operational excellence\r\n Serve as a trusted advisor on operational, and organizational matters\r\n\r\nConsumer Assistance\r\n\r\n Oversee call center operations, Connector Entity program, Broker services, and in-person assistance programs\r\n Enhance the consumer experience, improving enrollment and retention outcomes\r\n Ensure accessible, equitable, and high-quality service delivery\r\n\r\nHuman Resources & Organizational Effectiveness\r\n\r\n Oversee talent strategy, workforce planning, and organizational development\r\n Build and sustain a high-performing, inclusive workplace culture\r\n Oversee performance management, employee engagement, and change initiatives\r\n\r\nGeneral Services\r\n\r\n Oversee facilities and administrative operations\r\n Ensure efficient, compliant, and cost-effective support services\r\n Lead business continuity and operational resilience efforts\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Required Qualifications\r\n\r\n Bachelor's degree in business, public administration, finance, or a related field\r\n 10+ years of senior leadership experience overseeing multiple operational functions\r\n Demonstrated success leading complex organizations or systems\r\n\r\n\r\n\r\nKey Skills & Attributes\r\n\r\n Strategic thinker with strong execution capability\r\n Deep operational and financial management expertise\r\n Proven leader of diverse teams and functions\r\n Strong communicator and stakeholder manager\r\n Commitment to equity, accessibility, and public service\r\n\r\n\r\n\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications\r\n\r\n Advanced degree (MBA, MPA, or similar)\r\n Experience in healthcare, insurance, public sector, or marketplace environments\r\n Familiarity with state and/or federal regulatory environments\r\n\r\n

\r\nFor education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.\r\n
