POSITION SUMMARY
The Chief Talent Officer (CTO) leads all human capital functions for TMSA, with responsibility for attracting, developing, and retaining the outstanding educators and staff who drive student success. The CTO builds systems for recruitment, onboarding, performance management, leadership development, compensation, benefits, and HR compliance — ensuring TMSA is a destination employer and that every team member has the support needed to grow and excel. The Chief Talent Officer reports to the Superintendent / CEO.
KEY RESPONSIBILITIES
Lead the design and execution of TMSA's talent strategy, including recruitment, onboarding, retention, and succession planning. Oversee the full employee life cycle — from sourcing and hiring through performance management, professional development, and separation. Develop and implement a comprehensive leadership pipeline program to grow TMSA's next generation of administrators and teacher leaders. Ensure HR compliance with all applicable federal and North Carolina state employment laws, including EEOC, ADA, FMLA, Title IX, and NCDPI regulations. Partner with campus principals and Regional Executive Directors to assess staffing needs and proactively fill vacancies. Supervise the Directors of Talent Acquisition, Human Resources & Compliance, and coordinators for Leadership Development and Payroll & Benefits. Lead TMSA's compensation and benefits strategy, ensuring competitive offerings aligned with the organization's compensation philosophy. Design and oversee a meaningful performance evaluation system for all staff tiers — teachers, administrators, and central office employees. Cultivate a diverse, equitable, and inclusive workplace culture in alignment with TMSA's mission and values. Report talent metrics, workforce trends, and retention data to the Superintendent and Board.
MINIMUM QUALIFICATIONS
Bachelor's degree required; Master's degree in Human Resources, Organizational Development, Educational Leadership, or related field strongly preferred. Minimum 5 years of progressive HR / talent management experience, or educational leadership role. SHRM-SCP, SPHR, or equivalent HR certification / Project management certification (PMP) or similar credential preferred. Deep knowledge of North Carolina employment law and public/charter school HR compliance requirements. Demonstrated experience building talent pipelines and leadership development programs in a growth organization.
PREFERRED QUALIFICATIONS
Master's degree in Human Resources Management, Organizational Development, or Education Administration. Experience as a Chief Talent Officer or Chief leadership position in a K-12 charter school network. Experience implementing HRIS platforms and talent management software.
