Riceland Healthcare Systems is a hospital-based healthcare system serving the residents of Southeast Texas. Our clinical and operational footprint spans both inpatient and outpatient services, including ambulatory surgery, diagnostic imaging, diagnostic laboratory services, primary care, specialty care, home health, and hospice. Riceland Healthcare Systems is seeking a Chief Human Resources Officer to lead and elevate the HR function at a critical point in the organization's growth. Reporting directly to the CEO, the CHRO will own all aspects of human resources including talent acquisition, employee relations, workforce planning, compliance with employment law, compensation, benefits, onboarding, performance management, and HR policy. This is a hands-on leadership role that requires both strategic thinking and day-to-day execution. The CHRO will work closely with the CEO and C-suite to ensure that every hire, every policy, and every people decision supports the mission and standards of Riceland Healthcare Systems.Location:

Talent Acquisition and Hiring Lead all recruiting and hiring activity in accordance with CEO approval requirements and organizational hiring policies Ensure every open position is filled through a structured, documented process including CEO-approved postings, minimum candidate pools, and resume qualification reviews Partner with department heads and the CEO to identify workforce needs and develop hiring strategies across all service lines Work closely with Riceland's in-house recruiter, providing clear direction, delegation, and collaborative oversight to ensure recruiting efforts are thorough, timely, and aligned with organizational standards Manage relationships with staffing agencies, locum tenens firms, and recruiting partners Employee Relations and Culture Serve as the primary point of contact for employee relations matters across all facilities Investigate and resolve workplace concerns, grievances, and disciplinary matters in a fair, consistent, and legally compliant manner Foster a culture of accountability, professionalism, and transparency throughout the organization Advise the CEO and C-suite on people-related issues with candor and sound judgment Manage the offboarding process for all departing employees including terminations, resignations, and reductions in force, ensuring proper documentation, final pay compliance, and benefit continuation notices Conduct and analyze exit interviews to identify trends, surface organizational issues, and provide actionable insights to leadership HR Policy and Compliance Develop, implement, and enforce HR policies that are clear, legally compliant, and consistently applied Ensure compliance with all applicable federal and Texas state employment laws including FMLA, ADA, FLSA, Title VII, and HIPAA as it relates to workforce matters Maintain accurate personnel records and documentation across all employee categories Conduct regular policy reviews and update the organization proactively as laws and regulations evolve Oversee all pre-employment and recurring background screening processes, including criminal history checks, exclusion and debarment database reviews, and any other checks required by Riceland policy, accreditation standards, or applicable law, ensuring no individual is hired or retained who poses a compliance or safety risk to the organization Manage licensure and certification tracking for all clinical staff, including expiration monitoring, renewal coordination, and verification of active status with applicable state boards Ensure HR files, employee competency records, and personnel documentation are maintained to meet Joint Commission, CMS Conditions of Participation, and Texas Department of State Health Services survey standards at all times Administer and enforce Riceland's drug-free workplace program in compliance with applicable federal and state requirements Compensation, Benefits, and Payroll Oversight Administer and continuously evaluate compensation structures and benefits programs to ensure competitiveness and equity Partner with finance on payroll accuracy and workforce cost management Manage open enrollment, benefits vendor relationships, and employee benefits communication Serve as one of Riceland's key points of contact for Professional Employer Organization (PEO) relationships, including day-to-day oversight, performance monitoring, and contract management Evaluate existing PEO arrangements on an ongoing basis and lead the process of identifying, negotiating with, and transitioning to alternative PEO partners when doing so would reduce cost, expand benefits, or deliver greater value to the organization Employee Health and Safety Oversee Riceland's occupational health programs, including TB testing, annual flu vaccination, and bloodborne pathogen training, ensuring full participation and documentation across all staff categories Manage workers' compensation claims from initial report through resolution, coordinating with carriers, clinical leadership, and the affected employee to ensure timely and appropriate handling Ensure OSHA compliance as it applies to healthcare workers across all Riceland facilities, including required postings, incident recordkeeping, and corrective action follow-through Workforce Planning and Organizational Development Develop and maintain a workforce plan aligned with Riceland's growth strategy including new service lines and facility expansion Identify skill gaps and partner with leadership to build training, development, and succession planning programs Support the onboarding of staff acquired through practice acquisitions and new facility openings HR Systems, Reporting, and Budget Oversee HRIS selection, implementation, and ongoing management Provide the CEO and leadership team with regular reporting on HR activity, open positions, turnover, and compliance status Build and maintain HR infrastructure that supports an organization of growing complexity Own and manage the HR department budget, including forecasting, expenditure oversight, and presenting budget performance to the CEO and finance leadershipQUALIFICATIONS
Required Minimum 5 to 7 years of HR experience in a healthcare setting, with at least 2 years in a leadership or director-level role Demonstrated knowledge of federal and Texas state employment law Experience managing HR across multiple locations or facilities Proven ability to build and enforce HR policy in a fast-moving organization Strong communication skills and the ability to work directly with executive leadership Experience with talent acquisition, employee relations, benefits administration, and HR compliance Preferred Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or a related field Master's degree preferred; equivalent leadership experience will be considered in place of advanced education SHRM-SCP, SPHR, or equivalent HR certification Experience supporting a critical access hospital or growing multi-site healthcare organization Familiarity with physician and advanced practice provider recruitment Prior experience managing or evaluating PEO relationships, including contract negotiation and vendor transitions Experience preparing for and supporting Joint Commission, CMS, or state health department surveys from an HR and personnel records standpointWHAT WE ARE LOOKING FOR
