Job Description

The Office of Retirement Services (ORS) oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for City of San Jose employees. The assets of the two plans total over $8 billion. As of September 28, 2025, there were over 7,300 retirees and beneficiaries, and over 8,400 active, inactive, and deferred vested members in the two retirement plans. Each of the retirement plans has a Board of Administration that has fiduciary responsibility over their respective retirement plan. ORS has a total of about 45 positions spread among six different work unit within the office: Investments, Benefits, Accounting, Audit, Information Technology, and Administration. In addition, ORS has its own pension administration software system called PensionGold that holds all pension/contribution information for active members and retirees and is used in almost all the functions for the Benefits Group staff. Salary Information Analyst I salary range is $92,994.72
  • $113,022.00 Analyst II salary range is $101,468.64
  • $123,330.
48 This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates' qualifications and experience. The Office of Retirement Services is seeking enthusiastic, customer-focused individuals to fill two full-time Analyst I/II positions within the Benefits Division (Pension Benefits Team). These positions play an integral role in administering retirement benefits for more than 15,000 retirees and plan members. In this role, the Analyst will support members throughout the retirement process, perform pension benefit calculations, and resolve pension and health enrollment issues. Key Responsibilities Provide responsive customer service to retirees and active members via phone, email, and in-person interactions. Research and resolve a wide range of pension-related issues. Perform accurate pension benefit calculations using Excel. Process new retirements, adjustments, and corrections in the Pension Administration System. Manage specialized assignments such as legal/divorce cases, disability retirements, reciprocity, outside earnings and workers' compensation offsets, service purchases, military leave reconciliations, Section 415(b) compliance, and sick leave payouts. This recruitment may be used to fill multiple positions in this, or other divisions or departments. Education and Experience Analyst I A Bachelor's Degree from an accredited college or university. Analyst II A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources. Acceptable Substitution Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.
