Job Description Summary:
The Grant Specialist is responsible for overseeing initiatives that strengthen families, support youth, and provide resources for citizens, while also coordinating the development, submission, review, approval, and monitoring of Federal, State, local, and private grants in support of the Department of Housing and Community Services programs and services. This role combines grant administration with program management responsibilities, including oversight of staff, vendors, and community partnerships; budget and program monitoring; policy and procedure development; data tracking and reporting; and coordination with County agencies, State officials, schools, nonprofit organizations, businesses, and the public to advance departmental strategic goals.

Salary Range:
$44,941.00-$121,736.00
BUDGETED SALARY:
$55,000.00-$75,000.00
Essential Duties:
  • Oversee programs and initiatives that strengthen families, support youth, and provide resources for citizens of all ages and abilities.
  • Research, prepare, submit, and monitor federal, state, local, and private grants, including financial, outcome, and compliance reporting.
  • Manage program operations, budgets, records, and performance data to ensure accountability, accuracy, and effective service delivery.
  • Supervise staff and oversee vendors, contractors, and partner agencies involved in departmental programs and projects.
  • Build and maintain partnerships with County, State, Federal, nonprofit, school, business, and community stakeholders.
  • Coordinate internal and external resources to support project planning, implementation, and completion.
  • Prepare reports, presentations, and talking points, and respond to public and stakeholder inquiries.
  • Perform special assignments and other duties as assigned.
Years of Experience:
2 years of related experience in grant administration, program management, project management, community initiatives, or a related field.
Years of Supervisory Experience:
1 year experience supervising or managing teams.
Education:
Bachelor's degree in Business Administration, Accounting, Project Management, Public Administration, Human Services, or a related field. Equivalent education or experience may be considered.
Knowledge, Skills, and Abilities:
  • Knowledge of grant administration, applicable local, state, and federal regulations, and program compliance requirements.
  • Knowledge of County resources, community partners, program, budget, vendor, and contract management practices.
  • Strong grant writing, reporting, research, evaluation, and data analysis skills.
  • Ability to plan, coordinate, budget, and manage multiple programs, projects, initiatives, and events simultaneously.
  • Ability to develop and implement policies, procedures, standards, and strategic recommendations.
  • Ability to supervise staff, lead teams, and build effective partnerships with internal and external stakeholders.
  • Strong organizational, interpersonal, public speaking, and written and verbal communication skills.
  • Ability to exercise sound judgment, manage competing priorities, adapt to change, and work independently with attention to detail.
  • Strong computer skills, including Microsoft Office applications such as Word, Excel, PowerPoint, and Outlook.
  • Ability to meet physical demands of the position, including sitting, standing, bending, kneeling, and driving as needed.
