City Recorder City of Malin - Malin, Oregon Full Job Description The City of Malin is seeking a motivated, organized, and professional individual to serve as our full-time City Recorder. This position plays a vital role in the daily operations of City government and is responsible for administrative support, records management, payroll, utility billing, elections, budgeting support, human resources administration, and customer service. The ideal candidate will be detail-oriented, highly organized, able to maintain confidentiality, and comfortable working in a small-office environment where teamwork and professionalism are essential. Essential Duties and Responsibilities Responsibilities include, but are not limited to: Maintain official City records including ordinances, resolutions, contracts, minutes, deeds, leases, and insurance documents Prepare City Council agendas, meeting packets, minutes, and public notices Attend Council meetings and ensure compliance with Oregon public meetings laws Serve as the City's Chief Election Official Coordinate records retention and records management systems Assist with recruitment, onboarding, benefits administration, and employee records Process payroll, retirement contributions, garnishments, and related reporting Process accounts payable and maintain financial records using QuickBooks or similar software Assist with budget preparation, audit documentation, and reporting Manage utility billing processes, customer account changes, and payment processing Provide excellent customer service to residents, employees, and the public Coordinate with City departments including Public Works, Police Department, and City Council Qualifications Minimum Qualifications Associate degree and/or two (2) years of progressively responsible administrative experience Preferred Qualifications Bachelor's degree Previous municipal government experience Experience with accounting or bookkeeping software Human resources or payroll experience Knowledge, Skills, and Abilities Successful candidates should demonstrate: Strong organizational and time management skills Excellent written and verbal communication Ability to maintain confidentiality and professionalism Knowledge of office management and records retention practices Ability to interpret policies, procedures, and regulations Strong customer service and problem-solving skills Proficiency with Microsoft Office and standard office software Work Environment This position works primarily in an office environment and requires frequent sitting, computer use, communication with the public, and occasional lifting of up to 25 pounds.
