POSITION PURPOSE
Position is accountable for the overall communication of all benefits for participants in the TVA Retirement System (TVARS) defined benefit plan and the 401(k) Plan. Incumbent provides direction and technical guidance to staff based on policies, procedures, office goals and Rules and Regulations of the TVA Retirement System. Adjusts departmental plans to address policy or rule changes based on the business needs of TVA or the TVARS Board of Directors. Position is accountable for development of the annual Personal Statement of Benefits, the Plan Summary of the TVARS Annual Report and maintaining TVARS written publications and informational content for the TVARS website. The incumbent also provides guidance to other staff members that are responsible for explanation of benefits provided to employees covered by the Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS) and Thrift Savings Plan (TSP). Approves necessary changes to the computerized systems used to calculate retirement benefit estimates.

PRINCIPAL ACCOUNTABILITIES
Recommends communication plans to senior management for consideration and is subsequently accountable for the implementation of such plans. Maintains technical expertise on TVARS benefits, tax laws, CSRS, FERS, TSP, and Federal Employee's Group Life Insurance (FEGLI) and provides guidance and direction to staff as needed. Provides guidance and direction on calculations of non-routine benefits such as subsequent retirements and part-time. May serve as management representative for unemployment compensation hearings, settlement agreements processed through TVA's Labor Relations staff or Office of General Counsel or as an expert witness during court proceedings. Incumbent serves as Treasurer at the discretion of the TVARS Board and is subsequently responsible for signing checks and verifying wire transfers for the System. Assists in the highly confidential development of benefit changes, planning for retirement rule changes and the communication plans for such changes. Performs special projects which are highly visible and have high impact in meeting goals and objectives. Establishes and maintains Sarbanes-Oxley compliant control environment. May attend quarterly TVARS Board meetings. Acts in a lead role performing business support activities and directing the activities of lower level staff.
MINIMUM REQUIREMENTS
Education - A Bachelor's degree in Business Administration, Finance, or a related business field or equivalent education, training, and experience Experience - Ten plus years experience in communication or calculation of TVARS benefits and 401(k) Plan. Certification/License, etc — Continued professional development is expected Knowledge/Skills/Abilities —Extensive knowledge of TVARS benefits, Social Security, FEGLI, tax law, CSRS, FERS and TSP. Must have the ability to communicate clearly and concisely. Proficiency in the use of spreadsheets, word processing and other software such as PowerPoint is desired. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
