In addition, the College offers an attractive benefits package including: Flexible work options with a 37.5 hour work week and generous paid time off (holidays, annual and sick leave, and College Breaks) A variety of paid health and life insurance coverages Wellness incentives and free gym membership at the Raider Fitness Center FRS retirement and other options Professional Development and Paid Tuition Free on campus parking Responsibilities The Associate Director, Human Resources/Employee Benefits is a collaborative member of the Human Resources leadership team and under general direction, uses both strategic and operational expertise to administer a broad range of complex activities requiring a high degree of sensitivity, confidentiality, expertise, and knowledge related to the College's various employee benefits programs, including medical, dental, vision, life insurance, short and long-term disability, savings plans, Family & Medical Leave Act (FMLA), and the Florida Retirement System (FRS). The successful incumbent balances routine strategic and tactical operations to develop and lead a team, manage projects, and build strong collaborative relationships with a variety of stakeholders including faculty and staff, committees, and third-party providers.
ESSENTIAL FUNCTIONS
Directs and leads the strategic planning, operational administration and continuous evaluation, and refinement of various benefits programs and initiatives (e.g., medical/dental, spending accounts, life and disability plans) and retirement programs. Serves by position on the Employee Benefits Committee. Provides a high level of expertise in reviewing, implementing, and administering benefit plans and programs, ensuring compliance with approved Board Policies, the State Group Insurance Program, Collective Bargaining Agreement, and all applicable federal and state laws; monitors legislative changes and trends and develops proactive recommendations in anticipation of regulatory and program impacts. Collaborates with the HR leadership team to establish operational goals and objectives aligned with the overall strategic plan and provides insightful, strategic consultation on all benefits-related issues. Ensures compliance as applicable for all retirement plans including but not limited to, the Florida Retirement System, the Community College Optional Retirement Program, 403(b)/457(b) plans, Alternative to Social Security plan, etc., by remaining current with policies, procedures, practices, and local, state, and federal legislation. Directs the administration and coordination of leaves of absence (e.g., Family and Medical Leave (FMLA), Military Leave, short-term disability (STD), and long-term disability (LTD). Collaborates with internal and external stakeholders like HRIS, Records Management, Payroll and vendors to ensure seamless implementation and delivery of employee benefits. Proactively seeks solutions for complex benefits issues Selects, develops, coaches, and evaluates direct reports with mentorship, professional development, training, and performance evaluations. Sets priorities, and plans department activities and ensures timely follow-through. Serves as an internal consultant to all faculty and staff by providing guidance/interpretation and recommendations on benefits decisions, policies and practices. Leads the open enrollment process, including HRIS system set-up, website updates, vendor negotiation, and delivering presentations and training sessions. Designs, develops, and delivers cyclical workshops, training and informational meetings to promote existing and new programs and/or policies. Recommends and creates procedural guidelines, various employee communications, such as announcements, benefits statements and web-site updates. Leverages data to drive informed decision-making by developing insights, recommendations, and forecasts. Establishes metrics and reporting frameworks, conducts audits, and analyzes trends to identify opportunities for continuous improvement. Participates in development, implementation and maintenance of certain policies, objectives, short-and long-range planning, and employee benefits projects and programs. Performs other duties as may be required or assigned.
REQUIRED QUALIFICATIONS
Bachelor's degree from a regionally or nationally accredited institution in Human Resources Management, Business Administration, or related field. Six years of relevant experience. Four years of leadership experience.
DESIRED QUALIFICATIONS
Master's degree from a regionally or nationally accredited institution in Human Resources Management, Business Administration, or closely related field. Senior Professional in HR (SPHR), Professional in HR (PHR) or Certified Employee Benefits Specialist (CEBS) Certification. People Soft/Oracle system experience. Experience working in a higher education environment.
KNOWLEDGE, SKILLS & ABILITIES
Highly effective communicator with the ability to clearly and concisely articulate ideas, concepts, and proposals. Demonstrated critical thinking skills and ability to deal with ambiguity, resolve complex issues, and effectively manage projects. Ability to lead and motivate others to achieve objectives. Ability to treat confidential information with sensitivity. Knowledge of Human Resources best practices, federal, state, and local regulations, including, ERISA, COBRA, FMLA, ADA, Section 125, Workers' Compensation, Medicare, Social Security, and other compliance and program requirements. Working knowledge of HRIS and benefits administration systems, such as PeopleSoft, including reporting and data management functionality. Working knowledge of employee benefits and retirement plan administration, including medical, dental, life, disability, FSA programs, and retirement plans such as
FRS, 403
(b), and 457(b). Working knowledge of administering leave of absence programs, including
FMLA, ADA
accommodations, Military Leave, short-term disability, and long-term disability programs. Excellent analytical skills, attention to detail, and ability to anticipate outcomes. Ability to analyze benefits utilization, claims trends, and workforce data to support forecasting, reporting, audits, and strategic decision-making. Ability to interpret and apply policies, procedures, Board rules, and collective bargaining agreements related to employee benefits programs. Ability to meet deadlines and work in a fast paced, multi-priority environment. Ability to work both independently and as part of a team. Ability to successfully develop and manage relationships at all levels of the organization and influence a variety of stakeholders. Ability to effectively plan work activities, schedules, priorities, and utilization of resources. Ability to create new and innovative solutions. Strong negotiation, presentation, and facilitation skills. Excellent Microsoft Office Suite 365 skills (Outlook Word, Excel, and PowerPoint) and the ability to become proficient in MS Teams. Works in an office environment. May travel among buildings, campuses, and to/from community-based events.
