JOB SUMMARY
The Principal Health and Wellness Consultant
- Public Sector / Municipality serves as a strategic advisor to government and government employers on healthcare and employee benefits programs, with responsibility for delivering high-value consulting support across plan strategy, financial analysis, vendor management, compliance support, renewal planning, and executive/board communication.
In addition to ongoing client advisory responsibilities, this role is expected to support the firm's new business efforts by serving as a principal health and benefits subject matter expert during prospective engagements. The consultant helps translate complex healthcare issues into clear, credible recommendations, guides stakeholders through evaluation and decision-making processes, and contributes to the successful closing and onboarding of new client relationships.
ROLES & RESPONSIBILITIES
Advise public sector clients on healthcare and employee benefits strategy, including medical, pharmacy, dental, vision, wellness, and related programs. Analyze claims, utilization, premium, contribution, and enrollment data to identify cost drivers, trends, and strategic opportunities. Prepare client deliverables such as renewal analyses, financial models, benchmark reports, executive summaries, and board presentations. Lead or support RFP/RFQ processes for health-related vendors, including carrier marketing, PBM, TPA, stop-loss, and other benefit-related services. Evaluate vendor proposals, prepare comparisons, facilitate finalist review, and develop recommendation materials for client decision-makers. Support vendor negotiations, implementation planning, service issue resolution, and performance oversight. Provide guidance on applicable healthcare and employee benefits regulations and help clients coordinate compliance-related reviews. Present recommendations to HR leaders, finance teams, procurement officials, executives, boards, committees, and employee groups as needed. Manage multiple client engagements and project timelines while ensuring responsiveness, accuracy, and high-quality deliverables. Maintain knowledge of market trends, legislative developments, vendor solutions, and public sector issues affecting employer-sponsored healthcare programs. Position requires local or regional travel for client meetings, presentations, procurement interviews, and board sessions.
QUALIFICATIONS
Bachelor's degree in business, healthcare administration, public administration, finance, economics, human resources, or related field. 3-7+ years of relevant experience in healthcare consulting, employee benefits consulting, insurance brokerage, municipal consulting, or related advisory work. Experience serving public sector, municipality, school district, or government clients. Relevant licensure or designations such as CEBS or health/life license preferred where applicable. Strong understanding of healthcare and employee benefits programs and related market dynamics. Strong analytical, financial, and problem-solving abilities. Excellent written and verbal communication skills, including formal presentation capability. Ability to build and maintain trusted client relationships with public-sector stakeholders. Working knowledge of procurement/RFP processes and vendor evaluation methods. Ability to manage multiple deadlines and projects in a consulting environment. Strong proficiency in Excel, PowerPoint, and standard business software.
