Summary:
Assists with the development and implementation of compensation programs and strategies for all non-agreement employees. Analyze market data, evaluate job positions, and determine appropriate salary structures. Prepare and compile compensation actions for monthly approval meetings. Ensure that compensation practices are fair, competitive, and aligned with New Jersey Transit's mission and values. Manage job description database to include pricing non-agreement jobs and monthly uploads to refresh organizational data. Run, prepare, modify and analyze reports from multiple databases to assist in making recommendations for various compensation initiatives and projects. 
Roles and Responsibilities:
Main Functions:
Makes recommendations on organization, position evaluation and salary administration issues for non-agreement employees. Monitors developments in compensation and provides analyses of external labor market data for all areas of the organization Manages compensation management software (Payfactors) to include job pricing, job description management, and data uploads. Administers any applicable annual non-agreement companywide increases Administers acting assignments, mobility agreements, stipends, etc. Coordinates and facilitates the monthly Compensation Approval Committee and any special meetings as necessary. Advises department heads on submission of compensation requests to include coordinating with the appropriate budget department to ensure funding. Trains and guides department heads and stakeholders on various compensation processes Provides ad-hoc analyses and reports on various compensation related issues. Consults and coordinates with Talent Acquisition on various issues, including (re)organizations, Talent Search Announcements, internal and external job offers, etc. Consults and coordinates with Employee Relations on various issues, including acting assignments, reassignment of non-agreement personnel, complaints related to compensation issues, etc. Liaise with various internal departments to include Budget (Bus, Corp, Rail) and Payroll to process compensation actions through to completion Executes special assignments as assigned
Education, Experience, and Qualifications:
Minimum Bachelor's degree in psychology, Business Administration, Liberal Arts, Psychology, Human Resources or related area. One year of closely related experience can be substituted for each year of education required. And four (4) to six (6) years of relevant compensation experience. Experience with compliance with various labor laws. Experience with compliance with the Equal Pay Act desired. Experience with Human Resource information databases.
Knowledge and Skills:
Demonstrated ability to administer compensation actions and programs Knowledge of Fair Labor Standards Act Knowledge of Equal Employment job categories Ability to create standard operating procedures Demonstrated understanding of Human Resources' processes and procedures Compensation Management experience in a public or regulated organization desired. Demonstrated competency using Microsoft Office Suite
  • Word, Excel, PowerPoint, Outlook required.
Certificates, Licenses, Registrations:
