Job Description

DESCRIPTION
: The Associate Director of Benefits & Leave Administration administers a professional, educational, and service-oriented, benefits program, including administration of leave of absence, unemployment and work injury cases, as well as, the core benefit insurance offerings for all employees of York College and York Country Day School. This position administers these programs in compliance with established College, Federal, State and Local rules and regulations.
OUTCOME :
Efficient and accurate management of benefits, retirement, and internal data management systems for the College, including the maintenance of the HRIS system and recordkeeping of pertinent data for compliance purposes. Advocate for the employee wellness program and employer initiatives supporting the program. Employees are educated about their rights and responsibilities pertaining to their benefit and retirement options. The financial status of the invoices for the various benefit plans remains in good standing with the vendors. Supervisory (20%) Supervise Assistant Director Benefits & Leave Administration (20%)
Benefits Administration:
(80%) Health Care Reform full-time/part-time employee benefit tracking requirements including overseeing measurement period (Initial and standard) hours tracking, coordinating with the Provost Office in regards to adjunct faculty hours to determine possible eligibility of benefits, and assist with the annual processing of 1095c forms. Devise communication plan and materials to educate and inform employees on the various benefits and wellness programs via multi-media, including the Fountain, email, intranet, and campus flyers. Maintain the HR and Wellness intranet community pages on MyYCP. Provide accurate information relative to retirement and benefits to all employees. Serve as backup for Assistant Director by reviewing and paying all insurance and benefit invoices on time, including timely processing of semi-monthly and bi-weekly payroll contributions to the retirement plans and HSA deposits. Coordinate benefit programs with third-party administrator, in addition to tracking stop loss reimbursements. Oversee the annual retirement, worker's comp and health and welfare plan audits collaborating with the auditors. Collaborate with third party vendors in the administration of the annual Form 5500 filings and oversee dissemination of the required annual employee notifications (i.e., SMMs and SARs). Develop an annual plan for educational sessions focusing on the topics of benefit/retirement for employees. In coordination with the Compliance & Safety Specialist, investigate the worker's compensation incidents, and recommending preventative measures to department supervisor and safety committee. In addition to overseeing the entire worker's compensation reporting process and leave management. Serve as a member of the college's safety committee. Oversee creation and distribution of annual Total Compensation and Benefit Statements by collaborating with HRIS Analyst and the IT designee. Perform other miscellaneous tasks associated with the benefit and leave of absence functions, including the administration, compliance, and tracking of state paid family medical leave programs (PFMLA). Oversee the funding and expenditures of the YCP Wellness Committee. Completion and administration of benefit surveys, including and not limited to CUPA-HR's annual survey. Assist with creation, updating and policy administration into the policy template and Power DMS. Serve as backup to the Director of Human Resources and Associate Director of Human Resources/HRIS Analyst. Four-year college degree in Human Resource Management, Accounting, or another business-related field Minimum of 5 years of related experience in benefits administration or human resources. Experience within an educational institution, preferred HRCI, SHRM or CEBS certification, preferred. Banner/Ellucian experience, preferred. Ability to work cooperatively and relate well to others; excellent interpersonal and communication skills with staff, faculty, administrators, and outside vendors. Excellent organization skills with attention to details. Ability to work independently, organizes tasks, prioritize and meet deadlines. Ability to communicate effectively verbally and in writing. Computer literacy and proficiency in MS Office, and spreadsheet programs. Ability to maintain confidentiality. Ability to work in a fast-paced environment.
