Primary Purpose:
Direct and manage daily payroll and benefits activities of the district. Ensure that payroll is delivered in compliance with applicable state and federal laws and regulations and on time.
Qualifications:
Education/Certification:
Bachelor's Degree preferred

Knowledge of local, state, and federal requirements relating to payroll issues and reports Knowledge of payroll accounting and auditing principles Knowledge of Skyward Payroll system Knowledge of Teacher Retirement System of Texas rules & regulations Effective communication and interpersonal skills Proficiency skills in keyboarding and file maintenance Ability to work with numbers in an accurate and rapid manner Ability to use software to develop spreadsheets, databases, and do word processing Ability to supervise personnel
Experience:
5 years of school district payroll experience at a high level of responsibility 5 years of payroll supervisory experience
Major Responsibilities and Duties:
Payroll Direct and control payroll preparation and production, including regular, special, and supplemental payrolls. Ensure adherence to standards and procedures, and take steps to correct problems, delays, and inaccuracies. Develop and implement payroll procedures to ensure the timely processing of payroll and the applicable payment of all benefits and payroll deductions. Ensure accuracy of payroll data input and calculations, balancing each payroll prior to check disbursement. Control payment of all liabilities generated through payroll, including federal taxes, Teacher Retirement System (TRS) deposits, and insurance. Coordinate payroll operations with other accounting and data processing units, confer with other administrative and technical staff regarding changes and new systems and participate in developing, implementing, and testing procedures. Process and resolve direct deposit and other banking interactions. Collaborate with the Financial Services department to develop and maintain payroll projections aligned with annual and multi-year district budget. Work cooperatively with human resources to process hiring, leave, terminations, and other employment-related issues. Compile, maintain, and file all reports, records, and other documents required including auditable records. Communicate with administrators, principals, directors, and staff regarding payroll-related issues. Assist with the equitable resolution of complaints, concerns, and problems in the area of payroll. Compile, reconcile, and file annual W2 forms Attend all applicable training opportunities as related to payroll processing and changes to state and federal law. Benefits Direct and control the employee benefits program including the presentation of employee benefits during new employee orientation and data entry of new employees in the benefits portal. Develop and implement procedures to ensure the timely and accurate processing of employee payroll deductions for all benefits. Control payment of the benefit liabilities through payroll including 403(b)/457(b) tax-sheltered annuity plans, Health Savings Account (HSA), Flexible Spending Accounts, Dependent Care Accounts, and FICA alternative plan. Coordinate employee benefits plans with the district's benefits consultant and third party administrators. Coordinate employee benefit bids and request for proposals (RFP) with the Chief Financial Officer, Director of Purchasing and the district's benefits consultant. Direct, schedule and communicate annual employee benefits open enrollment opportunities with the benefits consultant, administrators, principals, directors and staff. Upload and approve the benefits elected during open enrollment from the benefits online portal. Reconciliation of the billing from the various carriers prior to issuing payment through Financial Services. Direct the resolution of any problems or issues with benefits enrollment, questions or issues and communicate with staff. Direct the annual reporting requirements of the Affordable Care Act and ensure compliance of the district. Attend all applicable training opportunities as related to employee benefits and changes in state and federal law.
