Job Description

Duties As an Equal Employment Specialist, at the full performance level you will perform the following duties: Advising OCRC senior leadership, program offices, managers, and supervisors to develop strategies to solve unusually difficult program issues to increase program performance related to critical ICE-wide program services. Collaborating with DHS, other federal, state and local counterparts, professional organizations, schools, universities, and national and local organizations to identify and improve employment opportunities and promote equal opportunity for women, minorities, and other special emphasis groups; Developing and maintaining program-wide plans and reports, white papers, and presentations detailing program achievements, need for program improvements, and research findings; Developing standard operating procedures (SOPs), programs, and other instructional material related to implementing new or modified legislation, regulations, or court decisions. Experience:
One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: Processing complaints of discrimination under federal laws and regulations. Providing technical advice and guidance to employees, supervisors, and managers regarding EEO policies, procedures, and regulations. Interpreting and applying EEO laws, regulations, and policies (such as Title VII, Rehabilitation Act, Age Discrimination in Employment Act). Participating in informal resolution efforts, such as mediation or alternative dispute resolution (ADR) processes. Initiating and facilitating the interactive process between the employee/applicant and management to determine appropriate accommodations. Proficiently drafting and composing official correspondence, including emails, decision letters, and memos.
OR Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR Combination of Education and Experience:
A combination of successfully completed education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as: Managing and tracking EEO complaints from intake through resolution, ensuring compliance with regulatory timelines and requirements. Providing expert technical advice and guidance to employees, supervisors, managers, and leadership regarding EEO laws, regulations, and policies. Interpreting and applying complex EEO statutes (e.g., Title VII, Rehabilitation Act, Age Discrimination in Employment Act) to unique or sensitive situations. Ensuring requests are processed promptly, confidentially, and in accordance with agency and legal requirements. Leading the interactive process between the employee/applicant and management to determine appropriate accommodation, handling sensitive or high-profile cases.
