General Clerk (Finance/HR/Administration)

  • 6:00 PM, 1-hour lunch break
Job Overview:
We are looking for a well-organized, detail-oriented, and proactive overseas general clerk to serve as the core of our expanding U.S. office in the Greater Los Angeles area. This role encompasses multiple functions including human resources, office administration, and financial bookkeeping, and you will be a vital bridge between our local operations and our headquarters in China. The ideal candidate should be a trustworthy professional who thrives in a dynamic, cross-cultural environment and handles responsibilities with precision and care.
Key Responsibilities:
Finance and Bookkeeping (60%)
  • Accurately and promptly process accounts payable, including supplier invoices, utility bills, and operating expenses.
  • Perform essential bookkeeping tasks, including bank reconciliation, petty cash management, and financial record keeping.
  • Assist with tax planning and ensure compliance with local, state, and federal financial regulations.
  • Assist in maintaining accurate financial records and participate in the preparation of regular financial reports.
Human Resources and Personnel Management:
(20%)
  • Maintain accurate and confidential employee records, including personal files, contracts, and immigration/work permit documents.
  • Manage the entire payroll process: monitor attendance, calculate payroll, process payroll payments, and ensure compliance with local wage and working hour laws and regulations.
  • Manage employee benefits programs, including health insurance registration, premium payments, and related consultations.
  • Assist employees with onboarding and offboarding, and serve as the primary contact person for local HR-related issues.
  • Serv as the primary liaison with the China headquarters, providing timely and regular updates on employee status, team dynamics, and operational progress.
Administration and Office Operations:
(10%)
  • Responsible for the day-to-day management of the office, including office supplies procurement, equipment maintenance, and supplier relationship maintenance.
  • Manage the office security system, including alarm monitoring and access control systems.
  • Manage intellectual property records, such as trademark registration and renewal, ensuring compliance with relevant U.S. regulations.
  • Coordinate network management, cybersecurity, and software support with IT service providers.
  • Handle other administrative tasks assigned by management. Requirements (essential):
  • At least 2-3 years of accounting experience.
  • Fluent in English (written and spoken). Proficiency in Mandarin is preferred for smooth communication with headquarters.
  • Familiar with Los Angeles/California labor laws, payroll structures, and employment regulations.
  • Experience in payroll processing, basic accounting principles, and HR information systems/records management.
  • Proficient in Microsoft Office suite (especially Excel) and experienced with accounting software (e.g., QuickBooks, Xero).
  • Excellent organizational skills, meticulous attention to detail, and a strong emphasis on confidentiality and data integrity.
  • Proactive, problem-solving, able to work independently and adaptable to cross-cultural business environments. Preferred Qualifications (Bonus):
  • Associate's or Bachelor's degree in accounting or a related field.
  • Experience working in a multinational corporation or a Sino-US joint venture.
  • Familiar with US payroll tax requirements, 1099/W-2 form processing procedures, and California compliance standards.
