The New Mexico Department of Health Scientific Laboratory consists of three laboratories that support laboratory testing of a variety of state and local agencies. The Laboratory overarching mission is to protect the public health and safety for New Mexico. Why does the job exist? This position is responsible for managing and overseeing the human resources functions and activities of the Scientific Laboratory, ensuring that recruitment, transactions, worker's compensation, ADA/FMLA, collective bargaining, effective discipline, equal employment opportunity; and training functions are carried out completely, timely and fairly through effective oversight, planning and direction How does it get done? The HR Administrator is responsible for all HR activities at the Scientific Laboratory. This includes job postings, MEP initiations and evaluations; reclassifications; requested budget information; benefits coordination and management; compensation; recruitment; labor relations management; application of discipline; alternate dispute resolution practices; compliance with ADA and EEO; implementation of FMLA and Worker's Compensation procedures and requirements; and all other HR functions required of the division. Assure completion of payroll and personnel actions for SLD staff. Process requests for recruitment and employee evaluations. Conduct personnel and insurance orientations for SLD new hires. Verify insurance enrollments to assure correct coverage and deductions. Act as communications officer for the laboratory telephone system. Direct and manage the Human Resource staff under your supervision. Who are the customers? The HR administrator supports all staff at the Scientific Laboratory and acts as a liaison with the DOH Human Resources Bureau. Ideal Candidate The HR administrator supports all staff at the Scientific Laboratory and acts as a liaison with the DOH Human Resources Bureau. Minimum Qualification Bachelor's Degree in any related field and four (4) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Working Conditions Work is performed in an office setting with significant computer and phone usage.
