The Senior Program Coordinator - Human Resources Liaison will: Ensure the divisions workforce and operations run smoothly, compliantly, and efficiently; Provide end-to-end Human Resources (HR) and personnel management, including recruitment, hiring, position management, payroll oversight, and staff transitions; Deliver administrative and operational support across the division by standardizing processes, tracking and communicating HR actions, and coordinating administrative transactions; Reduce cycle times, improve service quality, and enable division leadership to make timely, informed recruitment and personnel decisions. How does it get done? The Senior Program Coordinator - Human Resources Liaison is responsible for: Coordinating and processing recruitment, hiring, and personnel actions ensuring accuracy and compliance throughout each stage; Managing position updates, employee evaluations, retirements, and other staffing changes while maintaining clear documentation and communication; Providing consistent tracking, routing, and status reporting on HR actions to division leadership; Supporting payroll activities by reviewing entries, troubleshooting issues, and helping staff navigate payroll processes; Developing, refining, and maintaining internal procedures related to position and personnel management, including implementing workflow improvements and automation; Serving as a liaison to the Office of Human Resources (OHR), ensuring smooth staff transitions and timely processing of all hiring and personnel transactions; Overseeing administrative and operational tasks to ensure efficient and timely completion of division transactions; Assisting staff with HR and administrative processes and offering guidance and problem-solving support as needed; Managing office supply needs, facilitating service requests, and operational logistics for all field office locations; Compiling, coordinating, and organizing information for division projects, reports, audits, and urgent requests; Receiving, documenting and process constituent complaints, providing updates to management and leadership as appropriate. Who are the customers? Medical Assistance Division (MAD) leadership, staff and managers; Health Care Authority (HCA) Office of Human Resources (OHR); Other state and federal government agencies; External stakeholders. Ideal Candidate Medical Assistance Division (MAD) leadership, staff and managers; Health Care Authority (HCA) Office of Human Resources (OHR); Other state and federal government agencies; External stakeholders. Minimum Qualification Associate's Degree and three (3) years of experience in program administration or project management in areas related to the purpose of the position. Any combination of education and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid driver's license. Must obtain a Defensive driving certification. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage with extended periods of sitting.
