The Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the

National Preparedness Goal:

prevention, protection, mitigation, response, and recovery. Why does the job exist? To expand the local recovery workforce and contractor pool by providing training, technical assistance, and partnership development that aligns with CDBG-DR labor requirements. How does it get done?

This position:

Develops and implements workforce development plans. Hosts licensing workshops and contractor training sessions. Supports Section 3 job matching and local hiring. Maintains contractor directories and compliance tracking. Applies for complementary workforce grants. Who are the customers? Local contractors, jobseekers, workforce partners, small businesses, BRC team. Ideal Candidate Local contractors, jobseekers, workforce partners, small businesses, BRC team. Minimum Qualification Bachelor's Degree in a relevant field of study from an accredited college or university and two (2) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment Requirements Employment is subject to background investigation and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Working Conditions Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Work is performed in-person, online, and in a virtual setting. Travel in-state expected. Some out-of-state travel is possible. Some sitting, standing, bending and reaching may be required. Situations may warrant work in disaster field office(s) or a mobile operations center. Subject to recall during disasters and other emergencies. Work on weekends, holidays and shift work may be required during emergencies and/or disaster situations or as business requires. State travel required.
