Job Description

The Human Resources Coordinator position is a full-time, non-union position with benefits and time off upon meeting eligibility requirements. The rate of pay will be based upon training and experience.
JOB SUMMARY
The Human Resources Coordinator provides essential administrative, technical, and confidential support to the Human Resources Department. This position administers the City's Human Resources Information Systems (HRIS) and assists with hiring, onboarding and offboarding functions. This position requires strict adherence to confidentiality guidelines regarding personnel and labor relations matters.
JOB RESPONSIBILITIES
Recruitment & Employment Verification:
Conducts pre-employment background checks, reference checks, and employment verifications; responds to external employment verification inquiries;
Public Records & Retention Compliance:
Processes and fulfills public records requests in compliance with Ohio's Public Records Act; manages physical and digital filing systems according to the City's approved Record Retention Schedules (RC-2); Responsible for performing filing functions for the Department of Human Resources, including but not limited to: Responsible for personnel files, including filing documents and following record retention schedules; Maintaining confidentiality as required by law;
HRIS Management:
Serves as system administrator for the City's HRIS platform; ensures data integrity, updates employee profiles, and generates system reports.
Hiring:
Responsible for all aspects of hiring, onboarding and offboarding of seasonal and part-time employees; assists with hiring, onboarding and offboarding of full-time employees. Assists with internal job postings; Ensures that job postings and hiring recommendations comply with applicable laws, rules, regulations, policies and procedures; Provides input to Human Resources Director regarding workflow processes;
Drug and Alcohol Testing:
assists with the City's Drug-free Workplace program, including pre-employment, random, post-accident, and reasonable suspicion drug screenings; Interacts with applicants, board and commission members, and employees via email, correspondence, telephone and in-person on a variety of employment issues;
Fiscal Support:
Processes purchase orders, requisitions, invoices, and expense reports; assists the HR Director with annual budget monitoring. Assists with coordinating city-wide employee appreciation events, wellness initiatives, and tracks milestones for years-of-service recognition. Assists with and prepares correspondence as requested; processes forms and correspondence, creates and maintains spreadsheets, databases, reports and files; Maintains training records and databases; May assist with recruitment and retention initiatives; Maintains the calendars and schedules for the Director of Human Resources;
Civil Service Support:
Complies with Civil Service requirements, may assist with maintaining calendars, coordinating meeting schedules, and preparing official records, agendas, and minutes for the Civil Service Commission;
Labor Relations:
maintains digital and physical tracking of union grievances, disciplinary actions, and collective bargaining agreements (CBAs); distributes employment action notices to departments and bargaining units; and may assist with data collection for collective bargaining agreement (CBA) negotiations;
Risk Management Cross-Training:
May cross-train to assist with Ohio Bureau of Workers' Compensation (BWC) claims processing, PERRP injury logging, employee leave issues, and employee benefits enrollment; May serves as backup for Front Desk Receptionist for daily lunches and leaves of absences; May assist with compensation and classification matters, including but not limited to conducting studies and creating spreadsheets and preparing for collective bargaining negotiations; Performs other duties as assigned.
QUALIFICATIONS

Education and experience:
Associate's Degree or higher from an accredited college or university and a minimum of two to three years related experience and/or training; or equivalent combination of education and experience. Human Resources accreditation is preferred. Public sector experience is preferred, especially in a unionized and civil service workplace; Demonstrated experience operating HRIS platforms required; experience with NEOGOV, VIP and/or Kronis is preferred; Must be proficient in Microsoft Office Suite (Word, Excel, PowerPoint); Ohio Notary Public designation preferred; Must have strong organization and time management skills; Ability to provide excellent and timely customer service in a professional manner; Required to maintain confidentiality of sensitive legal, medical and personnel records and information; Regular attendance; Ability to read, interpret, summarize and apply documents such as collective bargaining agreements, laws, rules, regulations, policies, procedures, handbooks, safety rules, operating and maintenance instruction, general business periodicals, professional journals and technical procedures, or governmental regulations; Ability to calculate basic mathematical figures (proportions, percentages, and basic budget reconciliations). Ability to type with minimal errors and communicate effectively orally and in writing; Ability to write clearly and effectively and to create correspondence and databases; Ability to operate HRIS systems; Ability to process purchase orders, requisitions and invoices. Ability to work independently and exercise sound decision making. Must be able to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Must possess a valid State of Ohio driver's license with an acceptable driving record. Must be eligible to work in the United States.

Work is performed primarily in a standard, climate-controlled office environment with a moderate noise level.
Physical Demands:
While performing the duties of this job, the employee is regularly required to sit, stand, walk, talk, hear, and use hands to operate computer keyboards and office machinery. The employee is occasionally required to reach, stoop, climb, kneel, or crouch to access filing systems.
Lifting Requirements:
Must be able to lift and/or move office supplies or records boxes weighing up to 25 pounds and occasionally lift or move more than 50 pounds. The City of Twinsburg is an Equal Opportunity Employer.
