Job Description

JOB LOCATION
This position travels across Northumberland County to engage with school districts, community-based organizations and employers. In addition, this program is approved for one year of funding with funding expiration of March 31, 2027. Continuance of funding will be reviewed at that time.
ORGANIZATIONAL RELATIONSHIP
The Workforce Partnership Coordinator reports to the CARES Leadership Coordinator or, in their absence, to the YES Project Program Manager.
JOB DEFINITION
The Workforce Partnership Coordinator will collaboratively work with local and regional partners to ensure aligned vision and execution of work supporting young adults. They are responsible for implementing continuous improvement strategies while maintaining a results-driven frame to inform and accelerate outcomes of Your Employment Services (YES) to the Future. This position primarily serves Northumberland County but requires flexibility serving the YES project in surrounding counties.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Advance the Place-Based partnership by aligning resources and services to accelerate cradle-to-career outcomes for young people in the region. Develop and sustain partnerships with individuals and organizations that accelerate outcomes for young adults in alignment with CSIU mission and goals. Collaborate with CSIU and YES to the Future ambassadors to identify strategic partnerships that enhance program development, address resource gaps, and expand participant opportunities. Collaborate with internal and external partners to strengthen stakeholder capacity in workforce initiatives. Monitor program effectiveness and adjust strategies in collaboration with the CSIU and YES to the Future team. Coordinate outreach and recruitment efforts, including employer engagement activities. Disseminate outreach materials to youth, parents, districts, partners, and employers using multiple communication methods. Deliver presentations on program services to regional groups, meetings, and conferences Prepare professional presentations and meeting materials to support outreach and partnership efforts. Develop and implement engaging, relevant programming within school districts, including career readiness activities. Coordinate the planning, execution, and follow-up of meetings and events. Provide individualized coaching and mentoring to YES participants. Prepare and orient participants for work-based learning experiences. Facilitate placement of participants in subsidized and unsubsidized employment, including Paid Internships and On-the-Job Training. Maintain accurate workforce data systems and tracking tools. Provide data entry, analysis, reporting, and technical support to program partners. Produce accurate, concise correspondence and reports related to CSIU workforce programs.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
Assume other job-related duties, as assigned by immediate supervisor or designee.
EDUCATION, EXPERIENCE AND SKILLS
Requires either: Bachelor's degree in business, education, social services or related field; or Associate's degree in business, education, social services or related field and three (3) years' work experience in those fields; or High School Diploma or equivalent General Education Diploma (GED) and eight (8) years' work experience in business, education, social services or related position. Experience with marketing preferred. Excellent interpersonal and written/verbal/communication skills is required with the ability to communicate and work effectively with colleagues, co-workers, community agency personnel, and students/trainees. The skills to effectively represent the CSIU and YES to the Future in meetings for sharing knowledge, collaborating and building partnerships. Requires the ability to develop and maintain positive and collaborative relationships using tact and diplomacy and to remain calm in unpredictable situations. Excellent organizational and time management skills to prioritize the task based on project deadlines. And must be able to type accurately and maintain a high level of productivity. Analytical skills and problem-solving techniques to assess user and program needs essential. Computer experience with the Microsoft Word Suite, data entry, email, effective use of the Internet, experience managing file sharing and videoconferencing required. Proficiency in utilizing vetted artificial intelligence (AI) is preferred. The ability to enhance AI skills will be required.
PROFESSIONAL DEVELOPMENT REQUIREMENTS
Attend all relevant and required conferences and trainings to maintain accurate and current knowledge and skill sets related to position.
ADDITIONAL ELIGIBILITY QUALIFICATIONS
Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015). Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.
PHYSICAL REQUIREMENTS
Sedentary:
Able to sit for extended periods of time, occasional walking, standing (as necessary) and able to lift and carry up to 25 pounds.
Dexterity:
Finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).
Audio-Visual Requirements:
Within normal range with or without correction. Is able to move throughout all buildings, floors and grounds.
Worksite Environment:
Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
Mental demands:
Steady response to unpredictable situations, ability to remain calm and productive during stressful situations. Demonstrates independent judgment, discretion and is able to manage multiple projects and deadlines. The ability to work in a constant state of alertness and safe manner. Ability to travel to various regional work site locations and meetings in a timely, punctual manner is required.
TIME REQUIREMENTS
This is a part-time non-exempt position not to exceed 29 hours per week or in combination with any additional CSIU part-time positions. Additional working hours must be pre-approved by immediate supervisor. Because of the nature of responsibility to collaborate with schools, partners, funders, and the service region, the individual offices or departments this position may serve operating hours that extend beyond traditional work hours and require this position to work during some evening and/or weekend hours. Regular attendance at work is a requirement; any and all absences must be approved by the immediate supervisor.
CSIU PROPERTY AND CONFIDENTIALITY REQUIREMENTS
All property, including intellectual property, materials, equipment or actual products and services developed or accrued as part of the job duties and responsibilities listed above, is the property of the CSIU. It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU. The person employed in this position shall maintain confidentiality with regard to the personal and private information about clients and coworkers, programs and services and any other proprietary information accrued as a result of CSIU employment or as required by state or federal laws and regulations. The person employed in this position must adhere to all requirements identified in the code of professionalism entitled "Ambassadors Are Professionals, Too" and CSIU Administrative Regulation 317-AR-1 CSIU Service Standards. The position holder must be able to perform the essential job functions with or without reasonable accommodation.
