Human Resources and Security Administrator
Job Description:
FT/PT position" button. Relocation No Travel Possible M1 is seeking a multi-functional HR, Security & Occupational Health Specialist to support personnel administration, security compliance, and workforce health programs in a government contract environment. This position serves as a critical liaison between employees, site leadership, and corporate functions, ensuring personnel are properly hired, cleared, medically qualified, and compliant with all contractual, regulatory, and company requirements. This is a hybrid role requiring balanced experience across HR operations, security, and occupational health—not a single-discipline position. Primary responsibilities include but are not limited to the following: Human Resources Administration- Maintain accurate HRIS records and process personnel actions as necessary, including HR Generalist duties as assigned
- Respond to employee and management inquiries regarding HR policies and procedures
- Ensure compliance with federal and state employment laws (EEOC, FLSA, FMLA, ADA, etc.) Security and Compliance
- Administer personnel security program, including clearance processing, tracking, and reinvestigations
- Process and manage
DISS/NBIS
transactions, visit requests and access control- Conduct security briefings, debriefings, and foreign travel reporting
- Ensure employees meet all clearance, training, and access requirements for government systems and facilities
- Support implementation and compliance with NISPOM and industrial security requirements
- Assist in maintaining and executing: o Personnel Security Program o Information Security Program o Physical Security and threat mitigation plans o OPSEC and Antiterrorism/Force Protection programs
- Serve as COMSEC Custodian over six (6) geographically dispersed locations. Maintain National Security Agency COMSEC Account to include CCI as GFE in order to account for CCI cryptographic devices in accordance with NSA/CSS Policy Manual No. 3-16
- Capable to proactively assess and make recommendations on developing, publishing, and implementing procedures designed to protect employees, classified equipment/material, COMSEC/CCI equipment, proprietary information, medical information and personal identifiable information (PII) Occupational Health & Benefits Administration
- Coordinate occupational health programs, including: o Medical surveillance and compliance tracking o Drug and alcohol testing programs o Fitness-for-duty requirements
- Support workers' compensation and return-to-work programs
- Monitor compliance with substance abuse and employee health programs
- Maintain confidential medical and personnel records in compliance with HIPAA and company policies

Qualifications:
Education & Experience- High school diploma or equivalent required; associate or bachelor's degree in a related field preferred
- 3-5+ years of experience across HR, security, occupational health, or a combination of these areas in a government or regulated environment
- Experience working in a multi-functional or cross-disciplinary role strongly preferred
- Must be capable of attaining OPSEC Level II Certification HR & Occupational Health Knowledge
- Working knowledge of HR processes, HRIS systems, and federal employment laws
- Experience with: o Workers' compensation and return-to-work programs o Medical surveillance and substance abuse programs o Benefits administration and employee records management
- Knowledge of OSHA, HIPAA, and workplace health compliance requirements Security Knowledge & Experience
- Experience supporting or administering an Industrial Security Program
- Familiarity with DISS, NBIS, MPICAMS, and clearance processing requirements
- Knowledge of NISPOM and industrial security regulations
- Experience supporting or maintaining: o Information Security Programs and Plans o Physical Security Plans and threat mitigation o OPSEC and Antiterrorism/Force Protection programs o COMSEC Plan to include identification and protection of critical information
- Ability to identify and mitigate security risks, including insider threats
- Ability to prepare clear and concise reports and documents substantiating findings and recommendations preferred
- Experience with risk assessment and recommending risk acceptance, and development of mitigations to reduce risk
