Reporting directly to the Assistant Director (or designee), this hybrid role requires a high degree of independent judgment and organizational skills. The position coordinates and oversees human resource functions, labor relations and financial operations.

Supervision ReceivedWorks under the Assistant Director with wide latitude for the use of initiative and independent judgment. Work is reviewed periodically to ensure alignment with professional standards, organizational goals, and legal compliance.

Supervision ExercisedMay plan, direct and review the work of technical or clerical staff.

Essential Duties and ResponsibilitiesProvide leadership and guidance regarding employment practices, personnel administration, and staff relations; develop, recommend and implement personnel policies and procedures.

Coordinate recruitment, screening, interviewing and select processes; receipt and process applications via Workday and SchoolSpring.

Develop and monitor recruitment plans emphasizing diversity, retention and workforce development.

Organize and administer new orientation programs for certified and non-certified staff, process personnel actions including appointments, promotions, transfers, leaves of absence, terminations and salary adjustments.

Create, coordinate, review, and update all staff job descriptions.

Maintain accurate, highly confidential permanent personnel records; prepare statistical reports required by federal, state and local agencies. Interpret, analyze and implement collective bargaining agreements, communicate changes in labor contract language.

Address all aspects of labor and employee relations, including conflict resolution, grievance processing, disciplinary matters and arbitration preparation.

Serve in a confidential advisory capacity to management and supervisors regarding personnel and labor-management issues.

Utilize ERP/Workday, Frontline electronic databases, RIDE PAS and related technology to maintain accurate payroll records and financial analysis. Review and enter weekly timesheets and payroll documentation to ensure accuracy and compliance with personnel rules.

Coordinate personnel changes directly to ensure timely, accurate compensation and compute retroactive salary adjustments or wage reports.

Serve as the benefits coordinator and organizational liaison for employee benefits programs; assist in the formulation and tracking of budget impacts.

Prepare, review and approve Purchase Orders and Invoices for contract and legal staff.

Develop and monitor Fee-for-Service billing with in-state and out-of-state districts.

Required Qualifications for AppointmentKnowledge, Skills and CapacitiesThorough knowledge of modern human resource functions, including recruitment, employee/labor relations, benefits administration, compliance and policy implementation. Candidates should have strong proficiency in utilizing integrated systems for data management, payroll coordination and financial tracking. Must be able to formulate and track budgets while aligning financial data with personnel strategies. Have the proven ability to operate with absolute discretion when handling highly sensitive personnel files, union negations and confidential management strategies, and work in a fast paced, self-led environment.
