Job Description

Primary Purpose Assist in managing the district human resource activities to ensure legally sound and effective human resource management practices. Responsible for the development and implementation of human resource programs to include employee training, recruitment and staffing, and employee communications. Qualifications Education/Certification Bachelor's degree required Master's degree of Education in Administration preferred Special Knowledge/Skills Knowledge of the selection, training, and supervision of personnel Knowledge of employee communications programs Knowledge of school employment law Ability to interpret policy, procedures and data Ability to manage personnel Strong communication, public relations and interpersonal skills Experience Campus administration experience preferred Major Responsibilities and Duties Employment and Staffing Work cooperatively with principals and staff to select personnel for professional and paraprofessional assignments. Coordinate the district application and recruitment program and ensure that the district is represented in a positive and professional manner. Review applicant credentials to determine if the individual meets job requirements including certification and No Child Left Behind "highly qualified" requirements. Assist with orientation training programs for new employees. Interview applicants for positions in the district. Plan, evaluate, and administer equal employment opportunity provisions and work cooperatively with others to ensure compliance with federal and state laws and regulations. Direct the preparation and revision of job descriptions and the classification of positions. Organize and monitor the employee reassignment request process on an annual basis. Employee Relations Use management practices to promote collegiality, teamwork, and collaborative decision making among staff. Develop and implement procedures to ensure that employees are kept well-informed of personnel policies, procedures, and programs that affect them. Implement and oversee effective district-wide employee recognition programs. Conduct substitute teacher conferences upon receipt of substitute performance report. Staff Development Conduct lawful interview training for administrators and interview panel members as needed. Ensure training is available and updated for individual training on campus. Notify campus administrators of deadlines for annual Freedom from Harassment, Child Abuse and Neglect and Bloodborne Pathogen training updates and collect and retain rosters per record retention requirements. Identify need for human resources related training at Central and on campuses. Create and present training (s) as appropriate. Human Resources Management Recruit, train and supervise department staff and make sound recommendations relative to personnel placement and assignment retention. Provide feedback to the Director of Human Resources on job performance of department staff to ensure effectiveness. Develop training options and improvement plans for department staff to ensure the department's effective operation. Work with other administrators to develop and communicate good community-wide public relations with the district. Assist Director of Human Resources with daily operations and special projects in the department. Other Attend board meetings in the event the Director of Human Resources is unavailable. Participate in professional development activities to maintain current knowledge of human resource rules, regulations and practies. Supervisory Responsibilities Monitor and direct work of Human Resources Clerk(s) and Receptionist. Provide feedback to the Director of Human Resources for evaluation. Working Conditions Mental Demands/Physical Demands/Environmental Factors Occasional district and statewide travel; occasional prolonged and irregular hours. Maintain emotional control under stress. Prolonged use of computer.
