The Alaska Primary Care Association (APCA) is seeking a Program Manager - Workforce Support to help Alaska Community Health Centers build strong, stable, and effective teams. This full-time position partners with health center leaders to strengthen leadership development, workforce resilience, recruitment and retention, and succession planning—particularly in rural and frontier settings. The role is part of APCA's Health Center Operations & Quality Department and works closely with colleagues across the organization to deliver coordinated support. In this role, you will serve as a trusted advisor to health center leaders, and provide practical, solutions-oriented technical assistance to a wide range of stakeholders. You will help health centers advance workforce well-being and address staffing challenges, leadership transitions, and organizational stress by strengthening leadership structures, clarifying roles and accountability, and improving systems and workflows. Responsibilities include program development, site visits, peer learning activities, data tracking, grant reporting, procurement and contract management (e.g., developing scopes of work, coordinating with vendors/consultants, and tracking deliverables), and participation in statewide and national workforce and health center initiatives. The ideal candidate brings experience in healthcare, public health, or workforce-related roles, with a strong background in leadership development, organizational effectiveness, or workforce strategy. Excellent communication skills, systems thinking, and the ability to collaborate with diverse health center teams are essential. Travel within Alaska is required, with occasional out-of-state travel. Additional Information All APCA positions are subject to pre-employment background screening and drug screening, in accordance with organizational policy and applicable law. This position is based in Anchorage, Alaska. Employees are expected to work in-office at least one (1) day per week, with additional in-office presence as needed based on role and organizational needs.
