Chief Executive Officer Position Summary The Human Resources Manager serves as the senior leader responsible for overseeing and advancing the organization's human resources strategy, operations, and compliance. This role provides leadership across all HR functions including talent acquisition, employee relations, performance management, compensation and benefits, policy development, compliance, training, and organizational culture. This position requires a highly professional, discreet, and trusted leader who can operate autonomously, provide sound judgment on sensitive matters, and partner effectively with executive leadership, managers, and employees. The Human Resources Manager plays a key role in strengthening organizational culture, supporting leadership decision making, ensuring legal and regulatory compliance, and aligning people strategies with the mission and long term objectives of the Civilian Marksmanship Program. This is an on site position based in Anniston, Alabama, with periodic domestic travel required.Position Responsibilities:
Human Resources Leadership & Strategy Lead the development and execution of CMP's overall human resources strategy in alignment with organizational goals and mission. Serve as a trusted advisor to the CEO, and Officer Team on HR-related matters, workforce planning, and organizational development. Provide leadership, direction, and oversight of all HR operations and staff. Establish HR priorities, policies, and best practices that support employee engagement, performance, and retention. Employee Relations & Performance Management Oversee employee relations matters, including investigations, disciplinary actions, performance improvement plans, and conflict resolution. Ensure fair, consistent, and legally compliant handling of sensitive personnel issues. Lead performance management processes, including annual reviews, goal setting, and leadership coaching. Support managers with guidance on employee development, corrective action, and difficult conversations. Talent Acquisition, Onboarding & Development Direct recruitment and hiring strategies for all levels of the organization, including leadership and specialized roles. Partner with management to assess staffing needs and ensure effective workforce planning. Oversee onboarding programs to ensure new employees are successfully integrated into the organization. Promote employee development initiatives, training programs, and leadership growth opportunities. C ompensation, Benefits & HR Programs Oversee compensation structures, job classifications, and pay practices to ensure competitiveness, equity, and compliance. Manage employee benefit programs, including health insurance, retirement plans, leave programs, and wellness initiatives. Partner with finance and executive leadership on salary planning, incentives, and total rewards strategies. Evaluate and recommend improvements to HR programs to support employee engagement and retention. Compliance, Policy & Risk Management Ensure compliance with all applicable federal, state, and local employment laws and regulations. Develop, maintain, and update the employee handbook, HR policies, and procedures. Oversee HR-related audits, reporting requirements, and regulatory filings. Partner with legal counsel and leadership on risk management, litigation matters, and compliance reviews. Culture, Engagement & Organizational Support Champion CMP's values, mission, and culture throughout the organization. Develop initiatives to promote employee engagement, communication, and organizational alignment. Support leadership on organizational change initiatives, restructuring, and growth. Serve as a visible, approachable HR leader for employees and management.Skills & Qualifications:
Required Skills Strong leadership, judgment, and interpersonal skills. Extensive knowledge of human resources laws, best practices, and compliance requirements. Ability to handle confidential and sensitive matters with discretion and professionalism. Excellent written and verbal communication skills. Proven ability to work autonomously and manage competing priorities. Strong organizational, analytical, and problem-solving skills. Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint) and HRIS platforms. Preferred Qualifications Experience in nonprofit, government-adjacent, or mission-driven organizations. Experience supporting executive leadership and working with Boards of Directors. Background in workforce planning, organizational development, and change management. SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred. Work Environment, Physical Requirements & Travel On-site position located in Anniston, Alabama. Work performed in a normal office environment. Ability to lift up to 25 pounds may berequired. Periodic domestic travel required to support organizational locations, leadership meetings, or recruitment activity. Occasional evening or extended-hour availability may be required based on business needs. Personal Attributes High integrity, discretion, and trustworthiness. Role involves complex judgment, sensitive personnel matters, regulatory compliance, and significant leadership responsibility. Education Bachelor's degree required in Human Resources, Business Administration, Management, or a related field. SHRM Certifications preferred.
