Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candides for vacancies, promotions, details, and reassignments in considerion of skills and qualificions, mission requirements, and EEO objectives. (35%) 2. The incumbent provides advisory services to all levels of management of situions regarding Human Resources services. Oversees, develops, and interprets the development and administrion of program activities, policies, instructions, and goals are in compliance with legislion, publicions, regulions, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), Nional Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies. The incumbent is responsible for the human resources management of employees, dispersed throughout the ste, engaged in a variety of jobs under the Federal Wage and General Schedule pay systems, as well as military and ste pay schedules. In the absence of the HR Officer, the incumbent of this position may have the overall responsibility for the human resources management major duties and responsibilities. Performs the full range of regular and reoccurring work in least four of the following: (65%) a.
HR DEVELOPMENT
Supervises and manages the planning, operions, and administrion of determining and documenting training needs, evaluing training courses, assigning priority to training plans and evaluing training accomplishments. Ensures preparion of budgetary recommendions for training needs, allocion of quotas, and scheduling of personnel for training. Plans and administers Full-Time Workforce career development programs. b.

Supervises and manages the planning, operions, and administrion of the HR Informion Systems (automed personnel systems, automed records management systems, case management systems, personnel records applicions, HR In-Processing via virtual plforms, and virtual personnel services). Ensures da is compliant with legislion, OPM, DoD, DA, DAF, NGB, regulions, and publicions. d.
MILITARY
(AGR MANAGER): Supervises and manages the planning, operions, and administrion of the Full-Time Support (FTS) Title 32 ARNG and ANG AGR programs. Supervises and manages the administering, delivering, maintaining, advising, and adapting of ste programs and policies impacting AGR vacancy announcements, accessions, retirements, and in-processing actions. Administers the AGR Control Grade usage and reporting tools. e.
PERFORMANCE MANAGEMENT AND EMPLOYEE/LABOR RELATIONS
Supervises and manages the planning, operions and administrion of programs advising both management and subordines on mters pertaining to performance management, and employee recognition and incentive awards programs, conduct and discipline, the labor relions program. Supervises and manages the initiion and administrion of disciplinary and non-disciplinary adverse actions. f.
POSITION CLASSIFICATION AND POSITION MANAGEMENT
Supervises and manages the planning, operions and administrion of the position classificion and position management program, ste manpower policies and directs their implemention with OPM, DoD, DA, DAF, and NGB policies and authorizions. Supervises and coordines the accomplishment of: position reviews; timely forwarding of appeals with approprie substantiion to the DoD Defense Civilian Personnel Advisory Service (DCPAS) or OPM; timely implemention of classificion packages; publicion and implemention of a position management plan; training for supervisors and managers; random position reviews to verify position description (PD) accuracy and classificion of the position comparing to OPM Standards; preparion and classificion of local amendments to PDs, stements of difference for recruiting; and monitoring HR assignments to ensure military compibility (when applicable), etc. g.
RECRUITMENT, PLACEMENT, AND COMPENSATION
Supervises and manages the planning, operions, and administrion of the ste merit promotion plan to include procedures for recruitment, placement, evaluion, and pay determinions. Supervises and manages the implemention and administrion of special emphasis staffing programs. Performs other duties as assigned.
