This role oversees the daily operations of the Employee Support Services Department, including supervision of two classified staff, and serves as a key advisor to managers, supervisors, employees, and executives on complex HR matters. The position manages issues related to employee performance, separations, leave administration, ADA, discrimination and harassment concerns, and general HR inquiries. It is responsible for establishing and maintaining effective workflows, ensuring service quality, and preparing reports to support institutional decision-making. With deep knowledge of HR policies, procedures, and legal requirements, the HR Program Manager offers consultative guidance to promote equitable, compliant, and proactive HR practices across the college. The role plays a vital part in fostering a supportive workplace environment and advancing organizational effectiveness. Essential Functions 25%
  • Develop and lead the Employee Support Services team by ensuring alignment with business goals, fostering effective team performance, and delivering high-quality service. Plan, organize, assign, and oversee the work of the Employee Support Services team to evaluate their performance and ensure effective teamwork. 25%
  • Oversee high-risk and complex cases; ensure fair, consistent, and lawful resolution processes. Leads and/or recommends staff selection, delivers training programs on employee relations topics such as harassment prevention, conflict resolution, and workplace ethics. Partner with legal counsel as needed on sensitive or escalated issues. 20%
  • Advise and coach senior leaders and managers on handling sensitive employee issues and fostering a positive work environment.
Engage in high-level planning and play an active role in key decision-making processes to align with employee relations services. Ensure compliance with applicable regulations, policies, requirements, and/or standards. Adhere to labor laws, MCCCD policies, and regulatory requirements (e.g., FMLA, ADA, EEO). 15%
  • Manage program budgets and expenditures; monitor workplace climate; recommend to senior leadership strategies to improve morale, reduce turnover, and identify and implement solutions for root-cause issues impacting the organization. 15%
  • Serve as acting HR Director in their absence, ensuring continuity of leadership, decision making, and other duties as assigned.
Minimum Qualifications Bachelor's degree from a regionally accredited institution and five (5) years of work experience in human resources which includes at least two (2) years of experience in a lead or supervisory role.
Note:
A bachelor's degree in any discipline from a regionally accredited institution and a current human resources certification from SHRM, or a similar certifying organization, or an undergraduate or graduate certificate in a human resources discipline from a regionally accredited institution, may substitute for the bachelor's degree in a related discipline as indicated above. Desired Qualifications Master's Degree in HR related degree Three (3) years of experience working in higher education in HR Five (5) years of experience working with employee relations topics such as performance, separation, leaves, ADA, discrimination, and harassment Two (2) or more years' experience with HR investigative data collection and analysis relating to discrimination and harassment. Excellent oral and written communication skills, including correct use of grammar and punctuation as demonstrated by cover letter D.
