The Superior Court of California, County of San Bernardino, is looking for a dynamic and detail-driven Human Resources leader to help shape the future of our workforce. As our next Human Resources Supervisor , you will guide a talented team, oversee specialized HR operations, and contribute to meaningful initiatives that support our employees and the communities we serve. In this role, you'll take the lead on advanced HR functions—including recruitment, classification and compensation, benefits and leave programs, workers' compensation, risk management, and employee/labor relations support. Reporting to the Human Resources Manager, the Human Resources Supervisor leads and coordinates the daily operations of specialized HR functions and oversees a team of staff members. This position is responsible for complex HR analysis and advanced technical work, including recruitment and selection, classification and compensation, benefits and leaves administration, worker's compensation and risk management, and/or supporting labor and employee relations. Provides comprehensive supervisory oversight, including actively participating in the hiring process, onboarding and training team members, managing time-off requests, delivering ongoing performance feedback, and conducting coaching or counseling when needed. Sets clear, ambitious, and achievable goals tailored to each team member's growth and success. Ensures team members have a clear understanding of their roles, authority levels, and performance expectations for all assigned tasks. Designs, reviews, and implements procedures for assigned areas and recommends process improvements. Interprets complex policies, regulations, contracts, and agreements to resolve challenging issues. Attends and contributes to professional meetings and conferences to stay up-to-date on the latest trends and innovations in HR and public service sectors relevant to the role. Oversees the planning and daily operations of one or more HR programs such as recruitment and selection, job analysis and classification, compensation, employee training and development, benefits, leave of absence, worker's compensation, payroll, and employee and labor relations. Advises Court leadership on HR practices, policies, and procedures for specialized areas; collaborates with employees, applicants, other agencies, and the public on HR-related topics. Helps develop and implement procedures to ensure compliance with federal and state laws and regulations, guides others in understanding department policies, procedures, Memoranda of Understanding, and service standards. Collects and analyzes data, prepares reports and correspondence, drafts proposals, and conducts special research projects and surveys. Documents research findings and recommends new programs, policies, and procedures as needed. Provides expert support to management and the Chief Human Resources Officer, including preparing and presenting reports and other required documents. Leads or participates in studies, investigations, and special projects; recommends updates to programs, policies, and procedures as needed. Reviews records and reports for various HR activities to ensure accuracy and assigns work accordingly. Maintain accurate, confidential, and legally compliant HR records including personnel, payroll, medical, and employee relations files in accordance with applicable laws, retention schedules, and internal policies. Keeps current on labor-management agreements and their impact on department operations; may assist with labor relations issues, attend union negotiations, and help implement outcomes from these meetings. Builds and maintains positive working relationships with representatives from external organizations, government agencies, vendors, Court management, staff, and the public. Conducts interviews and helps select new staff; supervises and assesses performance; sets expectations and development goals; monitors progress; provides training and coaching as needed; and initiates progressive discipline, as appropriate, per court policies. Performs other duties as assigned.Education and Experience:
Bachelor's degree from an accredited college or university. Certifications such as PHR, SPHR, SHRM-CP, orSHRM-SCP
are preferred. At least four (4) years of progressively responsible professional HR experience and preferably at least two (2) years in a lead role. Experience within a court or public agency setting is preferred. In place of a degree, eight (8) years of professional HR experience, with at least four (4) years of increasing responsibility and preferably at least two (2) years in a lead role. Experience within a court or public agency setting is preferred. The employee must have the ability to transport himself/herself between or among different work locations when needed to carry out job-related essential functions. When operating either a personal or court-issued vehicle, individuals are required to hold a valid California Driver License and adhere to the Court's vehicle policy. The employee is frequently required to lift up to ten (10) pounds and occasionally up to twenty-five (25) pounds unaided.
