$100,000 - $140,000 annually (Depending on experience, qualifications, education, and scope of responsibility) About Yehowa Medical Services (Y.M.S.) Yehowa Medical Services (Y.M.S.) was established in 2010 in response to the lack of sufficient healthcare services in the South LA area. Across its six clinics, Y.M.S. provides a full range of clinical and non-clinical services, including medical, dental, behavioral health, chiropractic, optometry, etc. Patients are never turned away for their inability to pay. Position Summary Under the general direction of Departmental and Executive Leadership, the HR Manager is responsible for managing and strengthening human resources operations across the organization. This position serves as a primary HR resource and operational lead for recruitment, onboarding, employee relations, performance management, benefits and payroll coordination, leave administration, HR compliance, credentialing support, training coordination, and personnel documentation. The HR Manager partners with directors, executives, finance, operations, IT, external HR consultants, and department leaders to ensure HR functions are completed correctly, timely, confidentially, and in compliance with applicable federal, state, local, healthcare, and FQHC requirements. Duties & Responsibilities Essential functions include, but are not limited to, the following: HR Operations & Compliance Manage daily HR operations across Y.M.S. clinic sites and administrative departments. Organize and maintain physical and digital employee records, personnel files, HR documentation, and compliance trackers. Develop, update, and implement HR policies, procedures, job descriptions, forms, and employee communications. Support audit, HRSA Operational Site Visit, FTCA, and compliance readiness related to personnel files, HR policies, and workforce documentation. Ensure compliance with wage and hour requirements, leave laws, anti-discrimination laws, workplace notices, mandated training, and other employment requirements. Recruitment, Hiring & Onboarding Oversee recruitment tracking for clinical, dental, behavioral health, administrative, and support positions. Draft job descriptions with compliant approved salary ranges and position requirements. Screen applicants, coordinate interviews, conduct reference checks as needed, and support hiring managers with selection and offer processes. Prepare offer letters, new hire packets, onboarding schedules, and employment documentation. Coordinate employee onboarding, including orientation, handbook acknowledgment, badge preparation, account setup, benefits enrollment, and required new hire forms. Ensure completion of employment eligibility documentation, background checks, health clearances, licenses, certifications, required training, and other onboarding requirements. Employee Relations & Performance Management Serve as a primary point of contact for employee and supervisor HR questions. Advise managers on employee relations, coaching, corrective action, documentation, investigations, and conflict resolution. Draft disciplinary actions, memos, notices, and correspondence for Operations or Executive review and approval. Document and escalate employee complaints, grievances, and workplace concerns to Operations leadership, Executive Team, or external HR consultants as appropriate. Coordinate annual performance evaluations, follow-up action plans, and performance documentation. Promote a respectful, professional, patient-centered workplace culture. Benefits, Payroll & Leave Administration Coordinate with finance and accounting on payroll inputs, PTO adjustments, timecard issues, deductions, and benefit reconciliations. Support payroll processes by ensuring timecards, violations, pay changes, and adjustments are reported on schedule to the payroll team. Provide new hire and employee change information to insurance brokers and benefit vendors. Assist employees with benefit and retirement plan enrollment, including EASE, 403
(b), and related systems. Administer and track leaves of absence, including FMLA, CFRA, pregnancy disability leave, sick leave, workers' compensation, and reasonable accommodations. Coordinate return-to-work documentation, leave communications, and related employee file updates. Credentialing, Training & Compliance Support Coordinate with clinical leadership, compliance, and credentialing staff to ensure timely credentialing and privileging documentation. Help Track licenses, certifications, CPR/BLS, health clearances, background checks, malpractice documentation, and other required personnel items. Monitor deadlines for compliance-related HR tasks, policy updates, timecard submissions, and training deadlines. Coordinate required employee trainings, including HIPAA, workplace safety, harassment prevention, compliance, infection control, and role-specific training. Maintain training records and follow up with employees and supervisors to ensure timely completion. Project, Reporting & Communication Management Create summaries and reports for HR-related projects, vacancies, turnover, recruitment status, training completion, and compliance deadlines. Maintain communication across departments to ensure accountability for HR functions and timely completion of required tasks. Support workforce planning, organizational charts, position control, compensation reviews, and staffing plans for clinic operations and growth initiatives. Escalate issues proactively if deadlines, documentation gaps, employee relations concerns, or compliance risks arise. Other Duties Collaborate with external HR consultants and internal leadership for audits, policy updates, investigations, and compliance reviews. Perform other duties as assigned. Position RequirementsMinimum Education & Experience Requirements Education Requirement:
Candidates MUST possess either a Bachelor's degree or a Master's degree in Human Resources, Business Administration, Healthcare Administration or a closely related field. Applications from candidates with educational levels below a Bachelor's degree will not be considered. At least 5 years of progressive HR experience. At least 2 years of HR management, HR generalist, or employee relations experience. Strong working knowledge of California employment law and healthcare HR compliance requirements. Experience handling confidential and sensitive employee matters with professionalism and discretion. Strong organizational skills with the ability to manage multiple priorities and meet deadlines. Excellent written and verbal communication skills. High attention to detail and follow-through. Ability to work collaboratively across teams, departments, and external consultants. Proficiency in Microsoft Office Suite; experience with ADP or similar HRIS preferred. Demonstrated ability to support employees and managers in a fast-paced healthcare environment. Must pass a background check before hiring. Desired Skills & Experience Experience working in an FQHC, community clinic, healthcare, or nonprofit organization. Experience with HRSA, FTCA, credentialing, privileging, or healthcare compliance documentation. SHRM-CP, SHRM-SCP, PHR, SPHR, or equivalent certification preferred. Bilingual English/Spanish preferred. Experience supporting multi-site healthcare operations. Familiarity with payroll processes, employee benefits, leave administration, workers' compensation, and timekeeping systems. Familiarity with ADP, EASE, eCW, biometric timekeeping, 401(k), and benefits administration platforms preferred. Benefits:
